The Departm�nt of I3uman Rights has served Independent
School District No. 625 with notice of hearing pursuant to
Ordin�nce Mo. 13706, approved Septe�nber 6, 1967, pertaining
to the matter of th� problem of racial imbalance in th� schools
of said District. Independent School District No. 625 has now
brought action in the nature of a declaratory judg�aent, re-
q�aesting the court to enjoin any and all proceedinqs pertaining
to these mattera.

I have discus�ed these matters with Louis Ervia, Director, and
Charles Williams and Kenneth 6riswold, Chairman and nnember of
the Human Rights Commis�ion, respectiwely.

Mr. Francis Helgesi�n, a Minneapolis lawyer who has
experienc� in matters of thi: kind, has indicated he would be
willing to assist the Corporation Counsel in representing the
Department of Ht�man Rights in these matters according to the
minimu� fee schedule of the Ramsey Cou�ty Bar Association.
