Dear Sir:
This is written in response to the application of Orville J.
Evenson (St. Paul Fire and Marine Insurance Company) for a permit
to install a 219-car employee parking lot on property located on
the south side of Sixth and the north side of Fifth between �
Exchange and Main Streets. This property is further described as:
Lots 1-4, and 8-10, B1ock 5, Rice
and Irvine's Addition.
This matter was considered at the July 2, 1970, Board of
Zoning meeting. The staff reported that revised plans meet the
recommendations of the Traffic Engineer and staff, and conform
to required standards for a temporary facility. It was noted that
the site is within the Housing and Redevelopment Authority's Seven
Corners Neighborhood Development Program area and that the City's
Comprehensive Plan calls for a realignment of West Seventh Street
in this area. A letter from the Public Works Department was noted
� which reports: "It is possible that both a realigned Seventh
Street and Fifth Street and Sixth Street connections would be
located within this block. Since it is being proposed as a
parking lot, we see no serious problem since construction in
this area will be delayed for a few years. The right-of-way for
this traffic change will undoubtedly be purchased and furnished
by the Housing and Redevelopment Authority."
In reviewing this matter the Board discussed proposed public
improvements including the realignment of West Seventh Street and
the possible acquisition of a portion of this property. Realizing
that the proposed facility would be of a temporary nature, the
Board expressed concern that public acquisition costs may be
increased because of improvements required by a special-use permit.

Mr. Harry E. Marshall (continued) ,Tuly 21, 1970
Mr. Norman Wilson, representing the St. Paul Fire and Marine
Insurance Company, stated that this proposed parking lot would
replace their current 224-car lot which is being acquired by the
Housing and Redevelopment Authority and that only improvements
required by the City would be made to the proposed parking lot
property.
After some discussion it was the finding of the Board of
Zoning by a 4-1 vote to recommend approval of this application
subject to the recommendations of the staff and Traffic Engineer.
These recommendations are incorporated in revised plans. It was
also the consensus of the Zoning Board that the Housing and
Redevelopment Authority should be represented at the City Council
consideration. The Housing and Redevelopment Authority has been
notified of this action and the scheduled Council public hearing.

A. I�ISTORY: A special-use permit to install and operate a 100-car public lot was granted
for the 6th and Main Streets property by Council 3/7/64. This permit, by Council
resolution, expired 3/15/66 and the use has apparently been illegal since that time.
L'. AREA 'LONING: The entire surrounding area is zoned Commercial.
C. DESIGN STANDARDS: Revised plans dated Received 7/1/70 meet the minimum required
design standards for a temporary facility.
D. FRONTAGE AND AREA: The site is irregularly-shaped and has frontages of 240 feet on
West Sixth Street, 150 feet on Exchange Street, and 180 feet on West Fifth Street .
