03-837Council File # � 3 - � Green Sheet # /�`7 "J�Z� RESOLUTION CITY PAUL, MINNESOTA � r���t�a / Reso[ution Scheduling a Policy to Review the City ojSaint Paul's and Public Hearing on October8, 2003, to Promote Equal Access to City Cnntracts 1 WHEREAS, In 1997, the City of Saint Paul adopted Administrative Ordinance, Chapter 84, that established an aggressive 2 nuria6ve called the Vendor Outreach Program (VOP) to provide equal access to city corrtracts for goods and seroices for 3 minority owned, women owned, and economically disadvantaged small businesses; and 4 WHEREAS, the Saint Paul VOP was established in response to recommendauons developed by the University of 5 Mimiesota's Insutute on Race and Poverty, and the BBC Consulting Group based in Denver, Colorado, to address an 6 unacceptable level of participation by minority owned, women owned, and economically disadvantaged businesses in � contracting for public conh�acts in Saint Paul, many other communiries in Minnesota, and elsewhere throughout the U.S.; and 8 WHEREAS, the success of the VOP depeuds on the cooperation and support of the entire community together with the 9 various departmenu and offices of the City of Saint Paul; and 10 WHEREAS, in 2002, the Minority Business Development and Retenrion Iniriative in the Department of Planning and 11 Economic Development (PED) was established to strengthen and increase access to city contracts for goods and services for 12 minority owned, women owned, and economically disadvantaged small businesses; and 13 WHEREAS, the City's efforts to maintain equal access in coniracting l�ave been questioned publically in recent media la articles and reports; now; therefore, be it 15 RESOLVED, that Council Research is directed to prepare a policy session on equal access to City contracts for the Council's 16 October8, 2003 meeting in consultarion with experts, City staff, and conurnmity leaders from organizations such as the Hmong 17 Chamber of Commerce, Women Venture, the Urban League, and the National Associarion of Minority Contractors; and be it 18 FURTfiER RESOLVED, that the City Council hexeby directs Council Research to prepare a background report for the policy 19 session on the City's Vendor Oulreach Program and Minority Business Development and Retention Iniriative, including a 2o review of the goals established and the participarion results achieved; and be it 21 FINALLY RESOLVED, that the City Council hereby directs Council Reseazch to schedule a public hearing in conjunction 2z with the policy session on October8, 2003 to provide an opport�mity for all interested members of the comwunity to provide 23 testimony to the C ity C oun c il.
