3 WHEREAS, Saint Paul officials have allowed Lucy Van Pelt to operate her "Psychiatric Help/5-cents" stand on
4 Ecolab Plaza, without city license or permit since 2002, and
5 WHEREAS, Mikaela, age 7, and Annika Ziegler, age 4, and Patrick, age 10, and Maggie Sullivan, age 7,
6 followed in Lucy's footsteps in the time-honored childhood iradition of setting up sidewalk soft-drink stands on
7 Como Avenue on Aug. 27, 2003, and
8
9 WHEREAS, the Ziegler and the Sullivan children were the first youngsters, in the 24 years since the outdoor
10 vendor code was adopted, to have their sidewalk stands closed down through city enforcement efforts, and
11 WHEREAS, the Ziegler and Sullivan families turned the incident into a civics lesson, and the Zieglers brought
12 their case to City Hall for reconsideration, and
13 WHEREAS, these children, through their compgllin� story, succeeded in convincing city officials to allow
14 common sense to prevail so that the pop stands could reopen, and
15 WHEREAS, this story of children successfully seeking redress at City Hall - featured on local, national and
16 international news, including NBC's "Today Show," WB's "The Ellen DeGeneres Show," CNN, and BBC
17 Radio - is an inspiration to children and adults everywhere, therefore be it
18 RESOLVED, that the City Council of Saint Paul, honors Mikaela and Annika Ziegler and Patrick and Maggie
19 Sullivan, for their youthful entrepreneurial initiative, and extends its sincere appreciation to them for their
20 efforts to make government work even better for kids, and be it further
21 RESOLVED, that the City Council proclaims Wednesday, Sept. 17, 2003, to be Mikaela and Aunika Ziegler
22 and Patrick and Maggie Sullivan Day in the City of Saint Paul.
