WHEREAS, in accordance with Section 10 of the City ChaRer, Mayor Kelly presented to the City Council on August 7, 2003 the
Mayor's proposed budget, with said recommended budgets totaling $458,037,908 before subtracting out "transfiers to and transfers from
funds" and "subsequent year debt"; and totaling $386,406,737 after netting out "transfers to and transfer from funds" and "subsequent
year debt"; and
s WHEREAS, the Mayor did rewmmend, as part of the comprehensive 2004 financing plan for the City of Saint Paul, that the 2003 net
� property tac levy payable in 2004 be $55,429,737. In coordination with a propased reduction in the levy by the Port Authority, the
e Mayors recommended net tax levy (before fiscal disparities distribution levies) does not rause any increase in the property tax levy

3� recommendation for property tax levies, including the request of the Port Authority, does hereby certify to the Ramsey County Auditor that

State law raquires the City of Saint Paul to certify by September 15th, a maximum annual tas levy. This maximum annual taic levy cannot
be exceeded (except under severe restrictions) when financing the general fimd and general debt service budgets.

WHEREAS, the ayor did recommend, as part of the wmprehensive 2004 financing plan for the City of Saint Paul, that the 2003 net
property tax lery yable in 2004 be $54,082,090. In coordination with a proposed reduction in the levy by the Port Authority, the
Mayor's recommen�d net tax levy (before fiscal disparities distribution levies) does not cause any increase in the property tax lery
within Saint Paul. t
