At the City Council meeting of March 24, 1970, the matter of grading and
surfacing the aliey in Block 15, E. R. Bryant's Subdivision of Blocks 15
and 16, Stinson's Francis St. Addition to St. Paul from the east service
road of Johnson Parkway to Clarence St. under Preliaatnary Order No. 247083,
approved January 20, 1970, was laid over indefinitely for the purpose of
studying the feasibility of constructing said alley part of the way from
the east service road of Johnson Parkway to Clarence St.
Me have studied the possibitity of constructing the alley through part of
the block. in order to construct the a11ey in thts n+anner, tt wilt be
necessary to construct a stor� sewer in the alley. It would also be
necessary to acquire additional right-of-way for a 20 ft. x 20 ft, turn-
around.
It is our opinion that the sewer construction b�nefits all the property in
this block. The assessable frontage for the entire block is 936.63 feet.
The estimated cost for the sewer construction is $3,295.00 and wili be
assessed throughout the block at an esti�aated cost per assessable foot of
$3.52.
If the aliey is graded and surfaced from the east service road of Johnson
Parkway to the east lines of lots 7 and 18, the estis�ated coat of this work
would be $1 ,600.00. The assessable frontage for this partial grading ar�d
surfacing work is 468.32 feet. The estimated cost per assessable foot
amounts to $3.42.
Based on this proposal , those properties in thts block west of the east line
of Lots 7 and 18 would be assessed at an estimated rate of $6.g4 per assess-
able foot and the properties east of the refereaced lines would be assessed
at an estiaiated rate of $3.52 per foot.
In additton, the costs for the acquisition of the 20 ft. x 20 ft. turn-
around will have to be considered.

The orlginal proposal which was submitted to the Council for the hearing
heid on March 24, 1970, was to grade and surface the alley fro� the east
service road of Johnson Parkway to ClareACe St. The esti�ated assessment
rate per assessable foot based on an engineering esti�ate, as submitted
in March, was $6.36. The assessa+ent rate is now esti�ated at $6.90 per
assessable foot. This rate is based on bids received for the 1970 citywide
ailey contract.
Based on this review, due to the creation of a dead-end alley tet�ninattng
in a 20 ft. x 20 ft, turnaroand which 1s yet to be acquired a�d the need
for a storm sewer if only a portion of the aliey is coc�structed, it is the
englneering recommendation to grade a�d surface the alley to the full
length as originally proposed.
It is requested that the CouACil schedule a rehearing on this A+atter with
notices to the affected property owners for July 17, 1970.
