1 WHEREAS, The Saint Paul Foundation and the F. R. Bigelow Foundation have approved grant allocations to the City of Saint
2 Paul, Parks and Recreation; and

4 WHEREAS, The Saint Paui Foundarion has committed S5, 000 and the F. R. Bigelow Foundahon has committed 59,000; and

6 WNEREAS, these a ants allocations are to be used towards the cost of developing a ten year strateg9c plan; and

8 WHEREAS, the Mayor, pursuant to Section ] 0_OZl of the Charter of the C�ty of Samt Paul, does cert�fy that
9 there are available for appropriation, funds of � 14,000 in excess of those estimated in tbe 2003 budget; and
