RESOLVED, by the Cauncil of the City of Saint Yaul, Minnesota, that the
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, having
determined that it is necessary to acquire certain additional real property in the
3ummit-Univeraity Urban Renewal Area Project, Minn. A-1-1, a Redevelopment Plan
for said Project havin� been heretofore appraved by said Authority and said Council,
which acquiaition would be for the purpose of assembling aitea for law and moderate
income housing to provide decent, safe and sanitary housing for persona being
dislocated by public acquiaition of properties in the Sum�nit-University Project Area,
and said Authority having preaented to this Council a Neighborhood Development
Program Amendatory Application for the year May 1, 1970 to April 30, 1971, identified
as "Modified Redevelopment Plan, November 18, 1970, modifying Redevelopment Plan
Sumonit-University, Minn. A-1-1, dated January 1969" together with a statement of the
method proposed for the financing of the Redevelopment Project activities proposed
and a Relocation Plan and other pertinent data, all of which ia on file in the cffice
. _ of the CiCy Clerk and the office of the Housing and Redevelopment Authority of the
City of Saint Paul, Minneaota, subject to the inspection during the regular business
heurs by any interested persans, which documents are incorporated herein and made a
part hereof; that pursuant to 3ection 462.521 of Minnesota Statutes, that Council
hereby deteranines snd provides that it ahall hold a public hearing on said Modified
�i p Redevelopment Plan and the �edevelopment Project activiti��a therein proposed for the
Summit-Univeraity Urban Seaewal Yroject, Minn. A-1-1, which hearing shall be held
before this Council, in the Council Chambera of the Court House at the City of
Saint Paul, Minnesota, on the 18th day of December, 1970, at 10 A.M.; that upon said
public hearing this Council shall consider said Modified Redevelopment Plan for the
� Su�it- University Urban Renewal Area Project, Minn. A-1-1, and tlie R�development
Yroject activities thereby proposed and �ong other things determine whether or not
thia Council's Resolution at said hearing to be considered shall be adopted approviag
said Modified Redevelopment Plan and the Redevelopment Pro3ect activities proposed
and permitting said Housing and Redevelopment Authority of the City of Sait�t Paul,
Minnesota, to undertake said Project activities under authority of atate and local
law with federal financial assistance pravided under Title I of the Housing Act of
1949, as mneudedi to acquire las�d in the Pro3ect Area; to demolish or reanove buildings

and improvements; to install, construct or reconstruct streets, utilities, parks,
playgrounds and other project improvements, to make land available for development
or redevelopment by private enterprise or public or non-profit agenciea as
authorized by law, and among other things, in connection with the consideration
of said Resolution, the Council will determine and make findings accordingly upon
the questions of whether or not (1) the financial aid to be provided in the Contract
is necessary to enable the projecC to be undertaken in accordance with the Modified
Redevelopment Plan; (2) the Modified Redevelopment Plan will afford maximum
opportunity consistent with the sound neede of the locality as a whole for the
rehabilitation or redevelopment of the urban renewal area by private enterpriae;
(3) the Modified Redevelopment Plan conforms to the General Plan for the development
of the locality as a whole; and (4) the Modified xedevelopment Plan gives due
consideration to the prc�vision of adequate park and recreational areas and facilities
as may be desirable for a neighborhood improvement, with special consideration for
the health, safety and welfare of children residing in the general vicinity of the
Project Area, and be it
FURTHER RSSOLVBD that not less than ten (10) days prior to the date of
said public hearing the City C1erk shall cause published notice of the same to be
given in a newapaper of general circulation in_ said City of Saint Paul at least
once and not less than ten (10) days prior to the date of said hearing.
