Ge ntlemen:
The Build.ing Department is he reby subrnitting its report on
the condition of the property known as 222 Clermont, a two-story frame
duplex with a three-car garage. The owner of record is Crystal A. Thrash,
with Mrs. Eugene Litz being the most recent occupant until the explosion
on May 22, 1969 which took two lives.
The legal description of the property is Lot 7, Block 26, Suburban
Hills. A recent inspection indicates that the building has been secured, but
not to our inspector's satisfaction. On June 5, 1969, the following report was
made by the building inspector:
BASEMENT. Four of the ceiling joists are split horizontally and
must be reinforced.
SECOND FLOOR INTERIOR. Appro�irnately 20% of the ceiling
joints have been damaged and, require replacement. The ceiling joists in the
7'x7' entry way have been damaged. and must be repaired, reinforced or replaced.
The northeast exterior wall has been pushed out and the floor joists are hanging
free with no support. Three or four wall partitions on the second floor have
been completely demolished,.
EXTERIOR. The front porch is pushed out about 2" from the exterior
wall and the porch is about 5" out of plumb. A section of the northeast wall
measuring 20'x20' has blown loose and is hanging free. Part of the northwest
wall has blown out completely, and the remainder is loose and bulging. The
southwest front wall is bulged about 1". About 20% of the roof is loose and
sagging, part of the cornice is missing, and the west chimney above the roof
line is sheared off.

GAR.AGE. The frame garage in the rear is deteriorated and
somewhat dilapidated and should be wrecked and removed.
Inasmuch as the above conditions constitute a public hazard. and.
the owner has made no attempt to repair the damage despite our warnings , it
is the recommend.ation of this Bureau that this matter be referred. to the
City Attorney's office for razing and. removal through District Court procedures.
