As the playground is located within the West Seventh Street Neighborhood Development Project, this capital improvement is eligible ae a non-cash grant-in-aid tawards the local share of the West Seventh Street Project expense. As a condition of accepting the St. Clair Playground improvement as a local non-cash grant- in-aid, the Department of Housing and Urban Development requires that the Council, by resolution, fortaally recognize the existence of Title VI of the Civil Rights Act of 1964 and the regulations and policies oE the Department issued pursuant thereto, and give assurance to the United States that the St. Clair Playground will be available to and serve all persons without regard to race, color, creed or national ori�in.
