Dear Sir:
This is written in response to the application of Arlington
Properties for a permit to install a 69-car parking lot to be
used in conjunction with a 46-unit apartment building on property
located on the northwest corner of North Hazel Street and Mechanic
Avenue, and noted in detail by the legal description on file.
This matter was heard at the November 5, 1970, Board of
Zoning meeting. The staff report was given which noted that the
revised plan meets minimal design standards. The Traffic Engineer
had reviewed the plan and recommended approval on the condition
that the adjoining alley not be used for access. The staff pointed
out on the plan where the a11ey adjoins the proposed parking lot,
and recommended that the Traffic Engineer's condition also be a
condition of favorable action by the Zoning Board.
Mr. Richard Sagstetter, the applicant, agreed to the condition.
In answer to a question regarding the possibility of auto headlights
flashing in neighborhood windows, Mr. Sagstetter said that garages
would block this.
Several residents of the neighborhood appeared in opposition
to the proposal, stating that it would cause traffic problems and
be a hazard to children in the neighborhood. Three letters in
opposition to apartment development in this neighborhood were
read which noted: 1) potential traffic problems such as congestion,
hazard to children, and on-street parking despite parking lots; and
2) that apartments are a threat to the character of the neighborhood.

In discussing this matter it was pointed out that the site is zoned
for apartment development and that the applicant's plan has provided
for 12-1 parking, and meets basic design standards. It was noted that
some type of parking lot musttbe provided for the proposed apartments.
The Board further discussed possible problems of traffic flow and
congestion caused by the apartment development.
Subsequently, the Board heard a motion to recommend approval,
subject to staff recommendations and also subject to the condition
that the City Traffic Superintendent of the Bureau of Police be
consulted in regard to the traffic problems. The motion was seconded
and carried by a 3-1 vote.
Subsequent to this meeting the parking 1ot plan has been revised
to provide a bumper-height fence between the parking lot and the alley.
The City Traffic Superintendent has investigated the site and can see
no objection to the development from a traffic safety standpoint.

A. HISTORY: A part of the alley in this block was recently vacated and is part of
this property.
B. AREA ZONING: The south one-half of this block is zoned Light Industry. The area
to the north is zoned Heavy Industry and the area to the south is zoned "A"
Residence. The area to the east is zoned Heavy Industry.
C. DESIGN STANDARDS: The revised plan meets the basic design standards. Bumper-height
fences ara now indicated to prohibit alley access.
U. FRONTAGE AND AREA: The site fronts along Meclianic Avenue a distance oi 328.2 feet
and alon�; Hazel Street a distance of 144 feet, resulting in an area of approximately
46,257 square feet. The building has an area of 14,030 square feet with coverage oi
30.33%. The area per unit is 1,006 square feet.
E. TRAFFIC ENGINEER: The Traffic Engineer has reviewed the plan and recommended
approval with the provision that the alley is not used for access.
F. SITE CONDITIONS: The site is slightly below the grade of adjoining streets and
properties. There are indications that the site has been filled in the past.
C. AREA CONDITIONS: Ta the north are two new apartments and two single-family
residences. To the east is a large warehausing complex. Soutli and ea9t are
�i�if;le-la�nily residences. The surroundin� streets are surfaced.
