WI�REAS, the U.S. Department of Jusfice awarded a Promoting Cooperative Strategies to Reduce Racial
ProFiling grant to the City of St. Paul, Police Department; and
WIIEREAS, this grant was accepted by the City Council on February 27, 2002 (council file # 02-153}; and
WHEREAS, tlus grant was extended to allow remaining grant funds to be used through March 31, 2003; and
WHEREAS, a 2003 fmancing and spending plan needs to be established for this grant; and
WHEREAS, The Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that
there are available for appropriation funds of $38,475 in excess of those estimated in the 2003 budget; and
WHEREAS, The Mayor recommends that the following addition be made to the 2003 budget:

I am pleased to confirm that all information submitted under the Promoting Cooperative Strategies to
Reduce Racial Profiling initiative has achieved final approval. This important project will support COPS
Office efforts to strengthen police integrity by developing a series of best practices and collateral technical
assistance guides that will help law enforcement agencies across the country to implement proven
strategies that will prevent racial profiling. This initiative is intended to create and/or strengthen local
efforts that build trust between police and their communities.
Enclosed please find your Award document, Cooperative Agreement, and other materials related to your
award. The current project period is August 1, 2001 through July 31, 2002. The COPS Office will grant
your agency an automatic five-month no-cost extension in order to allow you to implement and complete
your project during the approved one-yeaz timeline. Your new project end-date is December 31, 2002.
Please sign the enclosed Award document and Cooperative Agreement and return the original copies to
your COPS Program Manager, Tamara Clark, within 45 days to officially accept your award.
