2 are hereby authorized and directed to pay out of the Tort Liability Fund 09070-511-000 to Devonsha Burrell
3 Thompson, and his attorney Patrick Noaker, the sum of $25,000.00 in full settlement of his claims for damages
4 arising from his arrest and encounter with St. Paul Police Officers on July 21, 2001.

Devonsha Thompson bxought an acrion in iT.S. Dishict Court against the Ciry of St. Paul and seve:al St. Paul Police Officexs alleging
violations of his consfiturional rights. Plaintiff is alleging certain facts which, if believed by a jury, would result in a jury determinarion
that the City violated Thompson's constiturional rights. This would require the Ciry to�wmpensate him for any damages and pay ltis
attorney's fees.
