In the matter of hazardous buildings being
that daplex frame dwelling and garage located
at 211 �1cBoa1 Street in the City of Saint
Paul and situated upon those premises legally
described as South 80 feet of Lot 9, Block 5,
Leech's Addition to the City of Saint Paul,
according to the plat on file and of record
in the office of the Register of Deeds in
and for the Caunty of Ramsey, Minnesota.
WHEREAS, Pursuant to Resoiution, C.F. 248936, approved May 20, 1970,
a public hearing was duly held on Tuesday, May 26, 1970, before the Council
of the City of Sa�nt Paul, said hearing pertaining to the condition of the
structures located at Z11 McBoal Street, Saint Paul , Minnesota; and
WNEREAS, Upon the facts presented at the said hearing, consisting of
photographs, inspect�ion reports and the recomnendation of the City Architect,
it is found and determined by the City Council that according to the records
and f�les 9n the office of the Register of Deeds, the last record owner of the
above-described property is Molly Alpert; and that there are no other lien
holders of records; that it is further determined that the above-described
bujldings constitates hazardous buildings within the definition of Minnesota
Statutes, Section 463.15, for the following reasons:
a. The buildings are standing vacant and aresubject to entry
by unauthorized persons and to vandalism;
b. The exterior of the buildings are in a dilapidated condition in
that pieces of asbestos siding has been destroyed, the windows are broken,
the chimney is 9n a hazardous condition, debris covers the rear yard, and
the qeneral exterior of the buildings are in need of general repair;

Code and Housinq Code;
e. The buildings constitute a nuisance and a hazard to the �ublic
peace, health, safetv and welfare because of their ph.ysical damage,
dilapidation, abandonment and inadequate maintenance;
now, therefore, be it
RESQLVED, That in accordance with Minnesota Statutes, Section 463.15 through
463.26, and based uoon the foreqoing findinqs of the City Council , the Council
of the Citv of Saint Paul does hereby make the followinq Order:
ORDER
1 . The owner of the above-described buildinqs shall make the same safe
and not detrimental to the public peace, health, safety and welfare by having
the said buildings raZed and the materials therefrom removed from the pr�mises
within thirty (30) days from the date of the service of this Order.
2. Unless such corrective action is taken to comply with this 4rder or
an answer upon the City of Saint Paul and filed in the office of the Clerk of
the District Court of Ramsey Count,y, i�innesota, within twenty (20) da,ys from
the date of the service of this Order, a f�lotion for Summary Enforcement of this
Order to raze and remove the said buildings will be made to the Ramsev County
District Court.
3. In the event that the buildings are to be razed bv the Citv af Saint
Paul aursuant to iudgment of the District Court, all personal prooertv or
fixtures which mav unreasonably interfere with the razing and removal of these
buildinqs shall be removed �vithin ten (10) days from the entrv of judc�ment; and
if nat so rem�ved, the Citv of Saint Paul shall remove and dispose of such oersonal
proaertv and fixtures as nrovided by law.

Gentlemen:
The Building Department is hereby submitting its report on the condition of
the property known as 211 McBoal Street, a duplex frame dwelling and garage.
The owner of record is Mally Alpert and the following appear to have an interest:
Libby Siegel, guardian for the owner,
The legal description of the property is the South 80 feet of Lot 9, Block 5,
Leech's Add.ition.
A recent inspection indicates that the build.ing is again open, after having been
secured by city crews on October 15, 1969. Debris covers the rear yard. The
building is of frame construction, 1-1/2 stories high with a full basement, and
measures approximately 18 ft, wid.e, 28 ft, long and 18 ft, high. All the windows
had been broken before the securing last fall. The chimney above the roof line
is in a hazardous condition. Pieces of asbestos sid.ing are missing. In the basement
the ceiling height is only 6 ft, The first floor has five rooms and. a bath and suffers
from extensive vandalism. The plaster, plumbing and electrical wiring have been
badly damaged. The second floor contains 4 rooms and a bath, all of which have
been vandalized., There is no central heating unit.
Because of the extreme deteriorated. and vandalized conditions of the building,
we are recommending that this building and garage be wrecked and removed since
they are considered. dangerous to life, limb and adjoining property in their present
condition.
Inasmuch as the above conditions constitute a public hazard, it is the recommendatinn
of this Bureau that this matter be referred to the City Attorney's office for condemnation
through the District Court.

The property has been sold to a developer who plans to
wreck the building. I would appreciate it if the matter
was laid over for a month so that we can attempt to have
the deal closed and allow the building to be removed by
the developer,
