In the matter of applying for a Federal grant for
the planning of a 1970 Youth Program to be con-
ducted as part of the Department of Commerce HUD,
OEO Program of the City of Saint Paul and Greater
Saint Paul area in conjunction with the City of
Minneapolis.
WHEREAS, it is essential that a workable and meaningful
plan be developed to fully utilize all loca]. resources in cre-
ating an effective year-round program of employment, employment
training, education and recreation for the youth of the City
of Saint Paul ; and
WHEREAS, �he President ' s Council on Youth Opportunity
has earmarked Federal funds for the planning and development
of a 1970 Youth Program in Saint Paul ; and
WHEREAS, the Federal funds so earmarked are to be made
available through the Department of Commerce , Department of
Housing and Urban Development and Office of Economic Opportunity;
and
W�iEREAS, it is desirable and in the public interest that
the City of Saint Paul make application �c�- Federal assistanee
in planning for and developing a 1970 Youth Program; now, there-
fore, be it
RESOLVED, by the Council of the City of Saint Paul :
That the 1970 Youth Program as part of the Department of
Commerce, Department of Housing and Urban Development and
Office of Economic Opportunity is hereby authorized and
approved; and be it
FURTHER RESOLVED, That the filing of an application
by the City of Saint Paul for an additional grant of Federal
funds, in an amount not to exceed �30, 000.00 to assist in
financing the preparation of a 1970 Youth Program as part of
the Department of Commerce, Department of Housing and Urban

authorized and approved; and be it
FINALLY RESOLVED, That the City of Saint Paul is
� aware of the obligations and respondibilities imposed in
connection with a Federal contract for a grant to assist
, in the preparation of a 19�0 Youth Program, and it is the
sense of this body that such obligations can and will be
fulfilled.
