This is written in response to the application of Skyline Builders, Inc. for
a permit to install a 114-car parking lot to be used in conjunction with a 96-unit
apartment development on property located on the east side of Hazelwood Street
between East Ivy and East Maryland Avenues. This property is further described as:
The west 1/2 of the northwest 1/4 of the southwest
1/4 of the southeast 1/4 of Sec. 22, T. 29, R. 22,
except the north 328.1 feet thereof.
This matter was considered at the February 19, 1970, Board of Zoning meeting.
The staff reported that this property was rezoned to "C" Residence in January,
1970. The site of 99,000 square feet is proposed for apartment buildings totaling
96 units with 114 accessory parking spaces. The applicant 's plans can meet required
design standards with minor changes. The Traffic Engineer notes that on-street
parking on Hazelwood Street may be further restricted and that the number of
parking spaces may not be adequate to meet the demand.
Staff conclusions noted that the site could be developed better. Setbacks
are minimal on each side of the development and very little useable open green
space will remain. The parking area, being concentrated in the middle of the site,
seems undesirable and the focal point of the development seems to be the trash
containers which will be in the middle of the 114-car parking lot. The staff
noted that the development could be oriented towards the park land to the east
and the site, with varying topography, could complement that use.
Mr. Joseph Summers, attorney for the applicant, noted the trash receptacles
would be screened and that new plans would reflect those changes necessary to
comply with design standards.
After some discussion, it was the finding of the Board of Zoning that the
special use permit should be granted with design standard changes as noted by the
staff. Subject to revised plans, the Board, therefore, recommends approval of the
application by a vote of four in favor and one abstention.

The Council approved the appeal and permit subsequent to the recommendation of
denial by the Board of Zoning. A permit to instell a 69-car parking lot in
conjunction with a 48-unit apt. development was approved on 5/17/69. This
property and the developed property adjoining to the south were rezoned from
"A" to "C" Residence on 1/10/70.

the grade of Hazelwood Street. This area has provided fill for the development
to the south and will provide fill for this site on the low portion to the east.
