The minutes of the MNPC meeting at Central High School , March 4, 1970, were adopted. Synopsis of Executive Committee Minutes, Marc,h 6 � 8, 1970 Garland Hunter challonged the omission of recommendations of the Pcrsonrlel Committee, re: staff r�porting proceduras. Rov. Mclntosh repiied that the report was loft in the office and copies could not be made fbr everyone. It wili be presented next time. Rog Harris said thafi the most important thing that came out of thesa executive meetings was the decislon to have a workshop. Election of new secr�tary and treasurer Jim Mann stated as a point of order that the total MNPC body in becaning an accessory after the fact. The electlon should be put before the entire body. �he Chair should not entertain a rrotion for an election until the total body has been notified that there is to be an election. Mr. Lagos said we can have the etction, but the whole council must be behind the persons selected. Mr. Barr moved that we have nominations from the floor. Mrs. Reed moved that we give a week's notice that we will have an election. Motion seconded. Charles Bradley stated that those who resign must then continue to serve until they are replaced. Scott Aden replied that he had already agreed to do this. Father Carty stated in a ,point of order that tonight we could appoint a nominating committee ot three to rec�ive names for the offices to be tilied at the next meeting. The Executive ('.ommittee was anxious to get a cross sec�ion of the canmunity of the Executive Corrxnittee and to get people who really desire to serve. Jim Mann said that any member of this body who was elected to serve his carmunity is capable of holding any office. Mr. Lagos agreed with this point of view and said we only need take nomi- nations from the f loor. MNPC Minutes, March 9, 1970 2 Rev. Mcintosh said everyone knew that these offices had to be filled, why shouid ws put it off? The question was called for and the motion tthat members be given a week's notice that we will have an election) passed unanimously. Mrs. Adams asked what is the reference in the executive committee minutes to the job description for secretary and treasurer. Is there any dtffer- ence in the jobs now? Mr. Harris said there is no sub�tantial diffQrence except that the work is now upgraded, there is the relationship to the staff to be included now. Approval of technical writer R. Harris -- The Executive Cor�nittee is also asking for approval of work dohe by Mrs. Robinson on the Welfare Task Force rQport, and that she be paid for same. Mr� Mahn questioned why does this matter come up now, when the letter about it was dated February 24. We've had a meeting since then. Mrs. Adams asked whether there are any others who have not put in their tlme yet; maybe we shou�fd not act on it until all ctaims are in. Are there any more still working? Lansing Thompson noted that it seems that the peoplo want to know who was working for who, and that he was one of the peopie who didn't do thQ work he was hired for. Mr. Harris said we do not have the names at this time. _ Mrs. Adams moved, seconded by Mrs. Reed, that wQ pay Mrs. Robinson tor the work she did. Motion carried. Mrs. Adams moved, that a complete report be prepared prior to the n�;xt meeting and mailed to members containing a complete breakdown on th�; activities, pay, hours, etc, put in by the Reed/Harris �esearch 1-ear.�. Nbunt Olivet Baptist church request The Executive Committee recommended that the matter be turnod over �o the Physical Core to investigate and make a recanmendation to the counc; l . MNPC Minutes, March 9, 1970 3 Mrs. Reed made a motion to do so, seconded. � Mr. Mann said it looks as though ail they aro asking tor is the right to take up the option. Father Carty stated that the Director should explain what we did on the N�' Year Two program. The recanmendation was that no further action be taken on matters which involved a new iand use so that MNPC could do its planning without being bound by such a commitment before studying the needs ot t�e community. Mr Mann -- they �r� asking to build a new sanctuary, an educational buiiding, and a minimum ot 100 low income dwelling units. It they can do that in one biock, we should agree to it. Mr: Hunter said that becausQ anything now that comes up now is not a ���t mf wh�t we h�ve aiready voted on for N� Year Two, we are reversing ourselves if we hahdle it on the fioor now. Rev. N�clntosh -- wo are ohiy a5king to acquire the land once it is cleared by the Housing Authority. The motion to refer the matter to the Physical Core connnittee passed unanimously. Paymont of reqistration fees for MNPC Educational Core The Executive Committee recommended that MNPC approve the payment of registration fees for five m�nbers of the Educationai Task Foree for the conference at Highland Jr. High School on March I5. P�rs. Reed, Mr. Lagos, Mr. Stewart, and Mrs. Benner wiil attend, and one othor if any- one desires to goy $12.50 is needed. Mr. Mann moved, seconded by Mr. Bradley, that proper monies be set aside for the people who desire to go. Scott Aden said it may be worthwhile, but he would like to register his disapproval of peopla gotng out to Highland Park to talk about the prob- lems of the inner city. Motion passed unanimously. Mr. Thompson sald that Model Cities should voice their disapproval ovor a conference bQing held in Highland when it deais with the needs of peopls in this area. Father Carty felt that this is an important conference and haped that some of the people in the canmunity would go out and give some input. Bradley and Mrs. Harris volunteered to serve, Fat#�er Carty I�ecanmended that Mr. Sam Reed also be on the corttmittee, in addition to the lieads and staff m�nbers of the Health �nd Pfiysical Tas�k' forces. Father Carty said that this proposal will have to be written up. Carl Ohrn could explain it. Mr. Ohrn explained that it is to be written up to include whatever we want it to include. Mr. Mann asked what is meant by "storage" of waste. Mr. Ohrn repiied that It is simpiy the usual kind of thing -- trash barr�is, 2'�'C. P�r. Mann moved, seconded by Mrs. Reed, to accep� this report. Mr. Harris asked if anyone else care to serva on the committee? Mr�. Adams, Mr. Lagos, and Mrs. Rawlings voiunteered to serve. Mr. Aden asked that the committee include residents. Mr. Mann pointed out that some of the rubbish haulers shoulc! be on �-he committee. Mr. Hickman asked how it ts going to affect the prssQnt syster� in the community. Mrs. Adams wanted to know who is the chairman of this ccxnmittee. Mrs. Rawlings said that last year when we spoke about a clean-up campaign we did contact some �f the trash haulers in thQ corr�nunity. Letters should now go out to let them know about this. Mr. Mann -- It says that this wiil be administered by MNPC, but ! remember that MNPC cannot administer a program. Mr. Er�diey replied that there will be lots of things we want done with no existing agoncy to administer them; that doesn't mean we're going to be out there doing it. Bobby Hickman -- We'we raising ques�ions here, we're hoping that you wii � carry �hem to this canmitteo and talk from that point of view. Model CitiQS is suppos2d ta r�flect �he voice of the people. P�r. Bradiey stated that this is a way to begin to establish an econanic base. Mrs. Rawiings stated that this kind of proposal ,(picking up trash and garbage twice a we�k) is already being applied in many communit'ies; it is coming here eventually. This gives us an opportuntty to intluence the deci5ion. She suggested th�t w� send letters to ali of the haulers now in the area. Merle Harris -- If there is going to be something decided by MNf'C and approved by the Federal government9 it will affect me and my chiidr�n, I wish you would deal with the issues, I donot think the issue is who wiil haul trash. h9r. Bradley said this is a chance for people in the community to make somo money. t,4rs. Adams said,we have aiready considered this, I 'm waiting for some- one to call a meeting of this committee. Question called. The motion to accept the personnel for the Solid Waste c�nmittee was passed unanimously. Garland Hunter moved, seconded by Jamcs P�lann, that the Physical Coro caii a meeting in the next two weeks and that current and potential trash haulers be advised of the meeting. Motion passed unanimously. Ava Day also volunteered for the committee. -Approval of Mr. Thorpe's trip The Executive Committee recommended that MNPC approve the financing of the side trip of Mr. Dick Thorpe to Dayton, Ohio, to acquirQ infor- mation on tho Model Cities program there. Mrs. Adams war�ted to know what Mr. Thorp�'s job is. Mr. Mann -- I agree with Mrs. Adams. Ev�ry time we turn around, we'r�; hiring somebody at top salary, and the first thing they havQ to do is go across the counctry to find out how to do th�ir job. Mr. Stewart said that it might be good fc�r him to take a look at Mr. Prear's administrative procedures. After a lengthy discussion involving both councii and residents, question was called for. He had no final report but said it should be ready in a couple of days. moved Mr. Mann� seconded by Mrs. McNellis, that we accept the idea in prfnciple and add that we pay neighborhood residents who cane to the workshop $15.00 per day. Mr. Stewart pointed out that we need to set up certain guidelines on citi- zen partic�pation and that should be decided at this workshop. Mr. Bradley -- How will the citizens be chosen. We are working with a certain amount of money, and unless we can say hc�w these people are to be chosen, the motion is out of crder. Mr. Mann -- The criteria was set by Mr. St�wart when he said how many people would attend for each meal . Nle would not exceed that amount, but as far as the $15 is concerned, thQrQ was $50,000 allotted for citi- zen participation, and i don't thing more than $10,000 of it has gonQ to the community. Mrs. Reed stated that the Task force people should be included. , Gary Gorn►an moved to table the motion until the staff can make more determination cn citizen particlpation. Seconded, passed with 3 nays. Other business J. Mann -- On the list ot local agencies to receive information from HUD Summit Univorsity Federation wasn4t included, even though the intormation from the Block Contact program was used in th� Mid-Planning Statement. Hickman presented the balance of the bill for the funeral expenses of Keith Barnes which MNPC agreod to cov�r. The amount is $441 .38. Charles Bradley moved to cover the expense. Seconded and passed unani- mously. �. Resolution on 'S�cfiel Planner Mrs. Adams moved, seconded by Mrs. Reed, to adop�t the resolution to create the position of Social Planner at a salary of $14,000. Motion carriad. ' ..^ • .. The agenda was suspended to hear from Mr. Stallings. He- is trying to start a cab company. Small Business Administration seems to be stailing. Community Development Corporation and the bank have made their commit- ments. Mrs. McNellis moved to put this in the hands of an ad hoc canmittee to push it through. Seconded and passed. Gariand Hunter and Gary Gorman volunteered to serve on this committee. Nbnies for Oxford Playground � Charles Bradley -- consider the proposal , re: recreational staffing ard training of staff. Mr. Bradley moved, seconded by Mr. Hunfer, that we accept this proposal and direct the Director to contact Mr. Goidfarb immediately re: financing all public recreation facilities emanating from Oxford playground. Motion passed unanimously. � Amendment to Human Riqhts Ordinance Scott Aden said he had read the Human Rights Ordinance and finds the • amendment an insult. It is up for the final reading before the council tomorrow. Mr. Aden moved that the MNPC go on record as strongly condemning the amendment to the St. Paul Civil and Human Rights Ordinance. Seconded. Mrs. McWatt amended the motion to read: that the MNPC go on record as strongly condemning the proposal to amend the St. Paul 's Human Right Ordinance for an Affirmative Compliance pro- gram in St. Paul . MNPC Minutes, March 9, 1970 8 This Ordinance does not create a compulsory affirmative action program with Cfty contrac#s as: I . It prohibits discrimination, but does not impose an affirtnative duty upon contractors to actively recruit minority workers. Thus, it is an echo of other Federal and State Legislation, and says nothing new. 2. The Contractor may b3 found guilty of discriminating, st i i I keep h i s con#ract. Tha contract 11May'� be terminated. There is no requirement_ that it has to be terminated. 3. Finaliy, no private enforceable right is creat�d for the individual in the ordinance against the contractor. Secondod and passed unanimously. Tho Director was instructed to read it before the city councii tanorrow. Anna Reed wanted to know what were the results of the ad hoc committee on the Reed/Harris team and nepotism. Was a report made? G. Gorman -- Mr. Mann was g�ing to write a letter to Goldfarb. Father Carty -- I heard about a committee, but I didn't know that this grew out of a lettor f rom Mr. Segal requesting a canmittee. Roscoe Miller -- James Thomas, ownor of the Louisianne restaurant would like some support for remodeling. Garland Hunter -- the Business Task Force will see what they can do.
