and corifirms in Resolution No. 2199 of the Board of Water Commissioners,
adopted February 27, 1970, a copy of which is hereto attached, which Board of
Water Commissioners' Resolution authorizes the execution of a Service
Agreement by and between said Board and Ernst And Ernst covering an
evaluation and establishment of a proper accounting system with fixed
asset and depreciation accounts relating to operations in the Sa,int Pau1
