1 VJIIEREAS, the Saint Paul City Council, by its resolution 03-454 authorized the City of Saint Paul to submit an application to the
2 United States Enviionmentai Protection Agency (EPA) for funding of the clean-up at the site to be developed into the Bmce
3 Vento Nature Sanctuary; and
5 WHEREAS, in June of 2003 the City of Saint Paul was notified that a cleanup grant of �40Q000 had been approved by the
6 EPA for the cleanup of hazazdous materials at locarions with the 27 acre Bruce Vento Nahue Sanctuary; and
8 Wf�EREAS, the Trust for Public Land has notified Pazks and Recrearion of their intent to contribute $383,924.58 towards the
9 clean-up/remedia6on of the Bmce Vento Nature 5anctuary site upon the submittal to the Trust of: a remediation plan approved
10 by the EPA, a work plan budget, and a project timeline; and

12 WHEREAS, the City is willing to provide these documents to the Trnst and accept their contribution with the understanding that
13 it only be used for the Bruce Vento Nature Sanctuary site remediarion; and
14
15 WHEREAS, the State of MN is the owner of a conservation easement on said Bruce Vento Nature Sanctuary property; and
16
17 WHEREAS, the MN DNR has agreed to reunburse the City of Saint Paul up to $4,000 for fencing to be placed along said
18 easement; and

20 WHEREAS, it is the desire of Parks and Recreation to set up a fmancing and spending plan for the EPA grani, the Tmst for
21 Public Land contriburion, and the MN DNR allocarion; and

NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon the recommendation of the
Mayor, and the posifive advice of the Long Range Capital Improvement Budget Couunittee, that $787,924.58 is available for
appropriarion in the 2003 Capital Improvement Sudget, and said 2003 budget, as heretofore adopted and amended by
Council, is hereby further amended as follows:
