City is concernedf and
WHEREAS, the City of Saint Paul is required by law to
furnish fire and police protection and other services for
these properties owned by the various railroads, utilities and
other industri�s and the state and federal government, not subjc�et
to City taxes; and
WHEREAS, the City of Saint Paul has already �ntered into
contracts with the Univ�rsity of Minnesota as a state entity
for the same service; and
iMTHEREAS, the City is suffering a s�v�re financial crisis for
which no rem�dy by way of � t� program acceptable to its citizens
has been found; now, therefore, be it
RESOLVED, Th�t this Council hereby �trongly supports, recommends
and urges that the Legislature of the State of Minn�sota enact
remedial legislation to enable the City of Saint Paul to receive
fair and equitable payments ta cover the aost of turnishing police
and tire protection and related services to aforesaid railroads,
utilities and state �d/lfi�j�'�(j'� properties p and be it

zEURTHER RESOLVED, That the Cit� Clerk is hereby directed to
o send copies of this resolution to the Governor and to all members
W Z of the state legislature from Ramsey County.
