RELATING TO CONS"IRUCTION AND FINANCING
OF A NEW FIIZE STATION
1 WHEREAS, Fire Station No. 8 in the City of Saint Paul, Minnesota (the "Cit}�') is co-located with
2 the Saint Paul Police Department in the Public Safety Building located at 100 E. 11`� Street; and
4 WHEREAS, the Saint Paul Police Department has signed a lease for, and is moving its police
5 headquarters into a new public safety building renovated by Ramsey County; and

11 WHEREAS, it is desirable to continue to maintain a fire station in the downtown capital area;

WHEREAS, construction of a new State of Minnesota ( the "State") office building facility on
the block bounded by Minnesota Street, Cedar Street, 1 l Street, and 10` Street, presents an
opportunity to co-locate the new Fire Station No. 8 at that site; and
WFIEREAS, the conshuction can be financed now at an affordable interest rate and without an
election if the Saint Paul Port Authority (the "Authorit}�')
(1) issues its revenue bonds for the construction of the fire station pursuant to an annual non-
appropriation clause lease, and
Committee: Date
(2) uses the proceeds of these bonds to construct the fire station, and
(3) leases the fire station to the City pursuant to an annual non-appropriation clause lease
(which annually permits the City not to appropriate rents and thus not to renew the lease) at
rents sufficient to pay the revenue bonds, and
(4) pays the revenue bonds solely from the rents from the non-appropriation clause lease; and
WHEREAS, this proposed co-location and financing are desirable, and should be pursued
further.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Saint Paul,
Minnesota,
(1) that the Authority and the State are hereby requested to proceed with the design of the State
Office building in a way that accommodates the co-location of the new Fire Starion No. 8, as
described herein, and
(2) that the Authority is requested to proceed with the financing proposal and construction
plans for a new fire station, and
(3) that staff of the City, particularly in the Office of Financial Services, are hereby authorized
and duected to cooperate with staff of the Authority and the State, and other professional
service providers as may be necessary, to proceed with the design, financing and construction
of the fire station, and
(4) that staff of the City schedule appropriate hearings, as needed for fiuther approval of the
proposed financing and construction of Fire Station No. 8.
