1 Wf�REAS, SteppingStone Theatre For Youth Development was founded in 1987 and has grown into one of
2 Minnesota's premier perforining theaters for youth; and
3 WIIEREAS, SteppingStone engages the youth of Saint Paul in the creative and expressive powers of theater,
4 teaching Saint PauPs young citizens about diversity, culture, and history and offering them an opportunity to
5 learn and grow as members of the community; and
6 WIIEREAS, SteppingStone provides a wide range of innovative programs for youth of all cultural and income
7 backgrounds, to include in-school residences, violence prevention and intervention, and the exemplary Teacher
8 in Service program; and
9 WI-IEREAS, located in downtown Saint Paul's Landmark Center, SteppingStone has been an active participant
10 in the cultural revitalization of downtown and the surrounding Saint Paul community; and
11 WHEREAS, SteppingStone continues to be a successful model, maintaining financial stability and program
12 growth even in today's difficult macroeconomic environment; and
13 WHEREAS, due to SteppingStone's continued growth and success, they haue an increasing and critical need for
14 enhanced performance, reheazsal, and classroom space; and
15 WHEREAS, in 2001, SteppingStone embarked on a comprehensive search for a new location, where they
16 scoured the City for a new home in which to chart its future; and
17 WIIEREAS, this search landed upon the Highland Theater in Saint Paul, one of only two active movie theaters
18' in Saint Paul and a community jewel and vital business for nearly 70 years; and
19 WI3EREAS, due to the strong neighborhood and business community desire to maintain the Highland Theater
20 as a movie theater, and the SteppingStone's exemplary wish to be a partner with the community, the
21 SteppingStone Theatre has ceased its process and interest in purchasing the Highland Theater and has embarked
22 on a new search for an appropriate home; now, therefore be it
23 RESOLVED, that the Saint Paul City Council commends the SteppingStone Theatre for its willingness to be a
24 community partner, for its excellent artistic and community ideals, and for the leadership role they play in the
25 arts community of Saint Paul; and be it fiirther
26 RESOLVED, tl�at the Saint Paul City Council applauds the SteppingStone Theatre Boazd of Directors for their
27 continued focus on serving youth from all incomes and backgrounds; and be finally

1 RESOLVED, that the Saint Paul City Council requests the Planning and Economic Development Deparhnent
2 work with SteppingStone in their new seazch process and that appropriate staff report back to the City Council
3 on a scheduled basis, with the first update scheduled for Wednesday, October 1 2003.
