WHEREAS, the Coune il of the City of Saint Paul, by
its prior Resolution, C. F. No . 248326, approved April 10 ,
1970� expressed the City' s desire and intent to participate
in a Housing Environmental Liaison Police Program under
Public Law 90-351, the Omnibus Crime Control and Safe Streets
Act of i968, now, the refore, be it
RESOLVED� That the proper City officers are hereb�
authorized to make application for federal aid for funding of
said Housing Environmental Liaison Police Program, and through
the Governor ' s Commission on Crime Prevention; and be it further
RESOLVED= That the proper City officers are hereby
authorized and directed to enter into and execute any necessary
agreements for administration and implementation of said program.

WHEft�AS, the Community Acti�.on Councils of the housing
pro3eets o� the at. Paul Housing and Redevelopment Authority
have initiated a Safer Neighborhoods Program and have re—
quested the cooperation of the City and in particular the
Department of Public Safety, Bureau of Police, in the develop—
ment of a new approaeh to law enfaroement, using the polioe
not only as Iaw enforcement o�ficers but as c�ouneelors and
eduoators; and
WHEREAS, the Couneil. �eels that sueh a program wouid
be of great benefit to all the citizens oY this city, there—
fore be it
RESOLVED, that the Couneil ot the City of Saint Paul
hereby expresses a desire and intent to 000perate with the
Community Action Councils and the Housing and Redevelopment
Authority in ita Safer Neighborhoods Program as a�oresaid.
