RESOLUTION APPROVING FUNDING FOR CYCLE 9(2003)
OF THE CULTURAL STAR PROGRAM

7 WHEREAS, on July 13, 1994, the City Council of the City of Saint Paul established the Cultural Capital
8 (Cultural STAR) Investment Program, and
10 WHEREAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent
11 sales. tax on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter 297A,
12 authorized by the State of Minnesota, Chapter No. 375, Sec. 46, and
13
14 WHEREAS, the purpose of the Cultural STAR Program is to fund projects that further cultural and visitor
15 acrivities within the city of Saint Pau1, and
16
17 WHEREAS, pursuant to 1998 Minnesota Laws Chapter 389, Article 8, SS 37, Subdivision 1, a citizen review
18 panel, commonly known as the the Cultural STAR Board, has completed its annual review of all proposals
19 far the expenditure of funds in Cycle 9 of the Cultural STAR Program and has made recommendations
20 regarding the proposed expenditures in rank order, and
21
22 WHEREAS, the Mayor has reviewed the applications for fixnds in Cycle 9 of the Cultural STAR Program and
23 has made recommendations for funding, and

WF3EREAS, the City Council authorized funding for 39 new projects in the total amount of $1,140,000 on
June 18, 2003 and June 25, 2003, and
WHEREAS, the Chinese American Association of Minnesota's Chinese Dance Theater (Hereafter "Chinese
Dance Theater") was recommended by the Cultural STAR Board to receive a Cultural STAR grant of
$14,000 for their Cultural Education Programs, and
WF�REAS, the City Council approved a Cultural STAR grant far the Chinese Dance Theater in the amount
of $5,000, and
WHEREAS, the proposed grant far Chinese Dance Theater does not represent a Business Subsidy as defined
by Minnesota Statutes, Chapter ll 6J, now, therefore, be it
38 RESOLVED, that the City Council hereby approves an additional Cultural STAR grant of $9,000 for the
39 Chinese Dance Theater in Cycle 9 of the Cultural STAR Program, and be it

40 FURTHER RESOLVED, that the Council hereby waives the Program requirement that at least 25 percent of
41 Program funds be distributed as loans, and be it

43 FINALLY RESOLVED, that the Council approves the budget amendment listed in Attachxnent A that reflects
44 the grant to the Chinese Dance Theater.
