1 WHEREAS, the Capital City Parhiership has made a donarion in the amount of $3,600 to be used to cover travel
2 expenses for Mayor Randy Kelly, Manuel Cervantes and Anne Briseno to iravel to Mavzanillo, Mexico, Saint Paul's most
3 recently-established Sister City.
4 WHEREAS, this hip will promote business, educafional and cultural opporiunities for Saint Paul and Maaizanillo.
5 Meetings are scheduled to explore educafional connecrions between Saint Paul Public Schools and the University of
6 Colima, Mexico, the University of Saint Thomas and the Caesar Chavez Charter School. Tours of cultural and historical
7 venues have been arranged as part of the cultural exchange between the two ciries. Meetings between Mayor Kelly and
8 the Saint Paul Friendship delegarion have been scheduled with the Governor of Colima, the Manzanillo City Council,
9 Officials from the shipping Port of Manzanillo, and with the Mayor of Man�anillo.
10 WHEREAS, fmancing and spending plans have not been established for the donation received;
11 WHEREAS, the Mayor pursuant to sec. 10.07A1 of the city charter, does certify that there are available for
12 appropriations $3,600 in funds in excess of those estimated in the 2003 budget; and, in accordance with Section 10.071
13 of the City Charter, recommends the following changes to the 2003 budget.
