1 WHEREAS, the City of Saint Paul, Pazks and Recreation, is implementing a project to construct a new children's play azea
2 and related site improvements at Edgcumbe Recrearion Center; and
4 WIIEREAS, the Macalester - Groveland Community Council has received STAR funds to make enhancements to this
5 project in the amount of $21,460; and
7 WHEREAS, the Macalester - Groveland Community Council has requested that Pazks and Recrearion manage and
8 implement $9,496 of said STAR funds to install a turtle sculpture, and to fiunish and install: rivo vandal lights, a drinking
9 fountain, and building signage; and

11 WHEREAS, Pazks and Recreation is willing to provide conshuction management and implementation services upon the
12 amendment of the 2002 Capital Improvement budget; and

14 NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upott the recommendation of the
15 Mayor, and the positive advice of the Long Range Capitai Improvement Budget Committee, that $9,496 is available fox
16 appropriarion in the 2002 Capital Improvement Budget, and said 2002 budget, as heretofore adopted and amended by
17 Council, is hereby fiuther amended as follows:

Dear Hoa,
I understand that you will be the project manager for the STAR funds for the Macalester-
Groveland Community Council's Edgcumbe Play Area Enhancement Project. As you know, the
allocated funds total $21,460, and the requirement for matching funds for tkus project has been
waived under Councilmember Pat Harris' teadership. Enclosed is Attachment A, per your request.
The Department of Parks and Recreation ��ill manage a portion of the project, specifically the
turtle sculpture installation, the two vandal lights and their installation, the drinking fountain and
installation, and the new building signage. Please adzninister $9,496 directly to Parks and
Recreation for this part of the project, to the attention of Kathleen Anglo.
The remaining $11,964 will be managed by the community council for the mural, graffiti coating,
animal footprints, and the turtle sculpture. I will subznit reimbursement requests to you as the
costs are incurred.
