Marshall City Clerk Room 386 City Hall Dear Mr. Marshall: This is written in response to the application of Hillcrest Development for a special use permit to allow 160 parking spaces in an existing building and adjacent lot located on-the east side of Sibley Street between East Seventh and Eighth Streets. This property is further described as: Lots 6-10, Block 2, Whitney and Smith's Addition. This matter was considered at the December 18, 1969, Board of Zoning meeting. The staff reported that the property has been used as new car sales, automobile repair, and used car sales facilities for many years. The staff explained that the structure was constructed for specialized use in conjunction with new car sales, storage, delivery preparation, service, and automotive repair, with ramps between floors. The structure is now proposed to be used as a parking ramp as it presently exists. The majority of the parking spaces will provide the required 180 square feet. The ramps between floors do not meet the design standards (20 feet) for two-way operation. The aisle widths do not meet the established standards (20 feet) . The entrance from Sibley Street has a 16-foot wide door, a door from the open parking area is 14 feet wide and an exit door to East Eighth Street is 10 feet wide. The exterior parking lot was used car lot property. The existing 26-foot wide driveways and the parking lot surface meet design standards. One section of aisle is substandard for a limited distance but should create no problem. The Traffic Engineer has reviewed this and recommends approval based on conditions outlined by the applicant in a letter to the Traffic Engineer. Copy of this letter is part of this file. The staff also noted that the facility will be used primarily by the same people each day who should become familiar with the setup after a short time, and that the ramps would tend to be a one-way operation: up during the morning peak and down in the afternoon. Mr. Joseph Summers, attorney for the applicant, was present and answered questions about the proposed use. Subsequently, the Board voted 5-0 to recommend approval of this application since it has special circumstances as a more-or-less private parking facility.
