Dear Mr. Marshall:
This is written in response to the application of Albert and Donald Hafner
for a permit to install an 88-car customer parking lot on property located east
of White Bear Avenue between East Hoyt and East Montana Avenues . This property
is further described as:
Westerly 11 feet of Lots 27 and 43, all of Lots 28,
29, 30, 40, 41, and 42, Block l, Hayden Heights
Addition.
This matter was considered at the December 4, 1969, Board of Zoning meeting.
The staff reported that plans meet required design standards and have the approval
of the Traffic Engineer.
Consequently, the Board of Zoning recommends approval of this application
by a 5-0 vote.

A. HiSTORY: rhis site is part of n larger tract the history of which starts with tl�e
re-roning the lots fronting on White Bear Avenue betwet:n Eaat Hoyt and East Montana
Avenuc�s in August of 1947. Two lots and a vacated alley were rezoned and a new
north-south alley dedicated in December, 1950. A permit for a parking lot edjacent
to White Bear Avenue was approved in Auguet, 1952. A permit for a parking lot was
withdrawn as it was located on "A" Residence property in 1954. Not a permitted use.
A T�erki.ng lot was in use on this site in Auguet, 1964. Application for a parking
lot permit on this site was returned to the City Clerk in 1965 as zoning was "A"
Residencc--not Commercial. This property was rezoned to Commerciel on lU/25/69
for the purpose of use as a parking lot.
Ii. AREA 7.ONING: The frontage along White Beer Avenue is zoned Cammercial; the rest
of the area is zoned Commerciel.
C, llESIGN STANDARDS: The parking lot has been in existence for some time. The
parkinK lot and plans meet all the design standards for this type of f.acility.
D. FRONTACE AND AR]P.�1: With a double frontage on East Hoyt and East Montana Avenues
of 168 feet and a depth of 253.5 feet the resultant area is 41,320.5 square feet.
E. TRATFTC r:NGINEER: Hes reviewed the parking facility and recoamends approval.
I�, SITF, CONDITIONS: The site is level, blaek-topped, stripped for parking and hes
curhing along the alley and aidewalks.
G. AREA CONDITIONS: The White Bear Avenue frontage has Commercial development; the
___ resc of the area ia in single-family use.
