Dear Mr. Marshall:
This is written in response to the petition of William C. Molin to rezone
from "B" to "C" Residence property located on the southeast corner of Englewood
Avenue and North Victoria Street. This property is further described as:
Lots 16-18, Block 7, Winter's Addition to St. Paul, and
that part of the SW'� of the SE� of Sec. 26, T. 29, R. 23,
conanencing at the NE corner along No. Victoria St. 131.5'
of point of beginning of property to be described; thence
continuing north along No. Victoria St. 118.5' ; thence
east 150' ; thence south 118.5' ; thence west 150' to point
of beginning.
This property consists of 17,775 square feet with a frontage of 118.5 feet
along North Victoria Street. The site is vacant and at the grade of adjoining
streets but lower than the abutting property to the south which is occupied by
a gas station building. West across North Victoria Street is a concrete products
company and to the east are single-family residences. The Comprehensive Plan
recommends multiple-family use at a "C-1" Residence density for this site and
the area to the east. The now vacant Home of the Good Shepherd facility is to
the southwest and the area is included in the Thomas-Dale Neighborhood Development
Project of the Housing and Redevelopment Authority.
This matter was considered at the July 17, August 7, November 20, and
December 18, 1969, Board of Zoning meetings. At the first consideration the
staff reviewed its report and concluded that the proposal would provide a better
land use progression than presently exists, would help revitalize the area, and
would be in conformance with the recommendation of the Comprehensive Plan. The
plan, however, recommends a lower density and the proposal should be evaluated
in conjunction with development of the Good Shepherd property and future
Neighborhood Development Program plans.
Mr. Molin explained his rezoning request noting that he hoped to construct
a 23-unit apartment building on the property and a portion of the gas station
property to the south which he also owns. He noted the absence of neighborhood
opposition and said that the Housing and Redevelopment Authority felt that the
proposed use would be a welcome development.
A motion to recommend approval of the petition failed for lack of a second
and subsequently, the Board laid over the matter to August 7, 1969.

At the request of the petitioner the matter was again laid over to
November 20, 1969, at which time the staff report was summarized. The Board
discussed this proposal, the possible acquisition of the property as part of
the Neighborhood Development Program project, and the position of the Housing
and Redevelopment Authority and PAC group on the rezoning. Subsequently, the
Board decided to again consider the petition after receiving further information.
At the December 18, 1969, meeting the staff reviewed their conclusions
noting that the proposal would be more desirable at a lower density and if any
apartment development also utilized the gas station property. A letter from
the Frogtown Community Council was noted in favor of the rezoning.
Mr. Gerald Mangle of the Housing and Redevelopment Authority noted that
they are trying to return the land use to residential rather than industrial
and that the redevelopment plan for the area is for multiple-family.
Mr. Molin again appeared in behalf of his petition and noted that if his
concrete plant is removed, they would like to build apartments on that site also.
Subsequently, a motion was made to recommend approval of the petition which
failed for lack of a second. A motion was then made for denial which carried by
a 4-1 vote. The Board of Zoning members, in recommending denial of this petition,
noted spot-zoning, poor zoning district boundary, too high of density, and
exclusion of the adjacent commercial property from the rezoning petition.

The Thomas-Dale Develapment Council has reviewed the proposed rezoning af the
Molin property, which will be up for your consideration on January 15, 1970.
The Development Counci2 feels that a rezoning ta "C" residential district is
appropriate and desirable as this proposal fits well into the overall Land
Use Plan that the Development Council has spent the last six months develop-
ing for the Neighborhood Development Yrogram. The Thomas-Dale Development
Council would like to see it epproved; however, if tlie City Council wishes
action on the rezonin�, perhaps the Council could postpone the zoning matter
until you have had the opportunity to review the Neigliborhood Development
Plan for our area on January 16, 1970.
