Dear Mr. Marshall:
This is written in response to the appeal of Northwestern State Bank to
relax the requirements of the Zoning Code so as to allow an 85-foot high sign
at the street line. The property involved is located on the north side of
East Minnehaha Avenue between Arcade and Mendota Streets and is further
described as:
Lots 23-26, Block 3, Hill's Addition.
This matter was considered at the December 4 and December 18, 1969, Board
of Zoning meetings. The staff report noted that several appeals and permits
have been granted for this bank's drive-in motor bank and parking lot. The
proposal at this time is to erect an 85-foot identification sign at the front
of the parking lot. The staff explained that the Code allows structures to be
built to a height of 40 feet in this area plus one additional foot of height
for each foot the structure is set back from the front property line. The
proposed sign, therefore, would be allowed without appeal if it was to be
located 45 feet from the front of the property. The staff concluded that the
appeal, if granted, would make it possible for the sign to provide a better
visual image and that a high water tower of the 3M Company already exists on
property to the north.
Mr. Walter V. Dorle, president of the bank, and Mr. Naegele, whose company
will erect the sign, explained the proposal, noting that the sign will be
stationary and will have three concave faces. A sketch of the proposed sign
was shown.
After further discussion it was the finding of the Board of Zoning that
this appeal request is reasonable and, therefore, recommends approval by a
5-0 vote.

Dear Mr. Mayor and Members of the City Council:
The undersigned appeals to the City of Saint Paul from a denial of a
permit to our sign contractor, Naegele Outdoor Advertising Company,
for the erection of a new business sign identifying our newly expanded
facilities at Northwestern State Bank, St, Paul, Minnesota, 875 East
Minnehaha Avenue, St. Paul.
In order to properly identify our remodeled facility and also to establish
a public service "landmark" on the East Side of St. Paul, we have con-
tracted for and wish to erect a business sign as illustrated by the
accompanying art work. The erection of the sign will be coincidental
with the completion of our extensive expansion`program.
The sign itself will have three concave sides which measure 15 feet in
width by 10 feet in height. The sides will have raised zndividual letters
with plexiglass faces. Resting atop the sign faces wa.11 be a weatherball
which, of course, is our symbol. The sign is designed to be 85 feet in
overall height. It v�r.�11 be supported by a single column, architecturally
designed and placed where the present drive-in sign is located (see
accompanying site plans and blue prints). The height wi11 be 67 feet to
the bottom of the sign faces, 10 feet to the top of the sign faces„ 3 feet
of structure to support the weatherball having a 5 feet diameter, for a
total length of 85 feet,

The height limit of structures in this district is 40 feet plus one foot
of height for each one foot of s�ttback from the property line. To
comply with the Ordinance our sign contractor would have to erect our new
business sign 45 feet from the property line and it would become an
obstruction in the middle of our parking lot. This would be awkward and
cumbersome. For this reason, we the undersigned, request that a
variance be granted to all.ow waiving the 45 foot setback for this sign,
now required by Ordinance.
