EfYective DatP�, This charter shall become effective as follows: 5ec . 18.08. 1 . At the 19�2 city election there shall be elected a mayor and seven councilmen. Otherwise, such election shall be conducted in accordance with law and charter as it exists at the time of such election, except that no comptroller shali be elected. Sec. 18.08.2. The mayor and council may exercise the powers conferred by Sec. 18.09. 1 immediately upon the adoption of this charter hy the voters. Sec. 18.08. 3.
