WHEREAS, The Charter Commission has submitt�d to the Council
a proposed amendm t to the Charter of the City of Saint Paul which
is attached hereto and incorporated herein by ref erence� theref ore�
be it
RESOLVED, That a special election is hereby ordered to be held,
in the manner provided by law� in said City of Saint Paul, Minnesota,
on the 3rd day of November� 1970 (which is the same day as the County
and State General Election) f or tt�e purpose of submitting to the
eleotors of said City the question of ratifyir�g and adopting the
proposed amendment to the Charter submitted by the Charter Commission,
and be it
RESOLVED FURTHER� That the City Clerk is hereby ordered and
directed to cause the full teat of said proposed amendment to be
published as required by law once a week f or two (2) weeks in a
newspaper of general circulation in the City of Saint Paul� which
newspaper shall have an aggregate regular paid circulation of at _
least twenty-f ive thousand copies and which newspaper shall be
printed and published in the City of Saint Paul� viz: the St. Paul
Dispatch� the cost thereof to be paid out of the Election Expense
account of the General Fund; and be it
RESULVED FURTHER, That the City Clerk sha11 prepare a ballot
stating the af oresaid question in the manner prescribed by law,
and be it
RESOLVED FURTHER, That the City Clerk is hereby ordered to
give notice of said election ini�he manner prescribed by law, and
that the registratioa records on f ile in the Registration and Election

authorized and directed to prepare the necessary printing, stationery
and election supplies, and to engage the necessarp labor and skill
and to purchase necessary materials to equip said polling places�
the cost thereof together with all expenses of said election,

the Charter of the City of Saint Paul , made, framed and adopted
by tlze Charter Commission of the City of Saint Paul , appointed
pursuant to Section 4, Aiticle 11 , of the Constitution of the
State of Minnesata, and the laws and statutes enacted pursuant
thereto; and said draft of said proposed amendment is hereby trans-
mitted to you as Chief Executive of the City o� Saint Paul , signed
by the undersigned majority of said Charter Commission, to be
submitted to the qualified voters of said City for ratification
in the manner provided by law.

Sec . 1H.08. EfYective DatP�, This charter shall become effective
as follows:
5ec . 18.08. 1 . At the 19�2 city election there shall be elected
a mayor and seven councilmen. Otherwise, such election shall be
conducted in accordance with law and charter as it exists at the
time of such election, except that no comptroller shali be elected.
Sec. 18.08.2. The mayor and council may exercise the powers
conferred by Sec. 18.09. 1 immediately upon the adoption of this
charter hy the voters.
Sec. 18.08. 3. All other provisions oY this charter shall �
become effective June 6, 19'72.
Sec. 18.08. 1f. Except as provided in Sec. 18.09. 2, the charter
of the city of Saint Paul as it existed June 5, 1972, is repealed
as of June 6, 19'72 , but such repeal shall not revive any provision
of any charter or of any law heretofore repealed, or any office
heretofore abolished.
Sec. 18.09. Transition. The transition from the present charter
of city of Saint Paul to th.is charter shall be accomplished as follows:
Sec. 18.09. 1 . The cauncil may, by ordinances to become effective
June fi, 197�, establish executive departments, prescribe their �unctions,
and provicle for the qualfications, salaries, and powers of department
heads.
Sec. 18.U9. 2. Should the council fail to adopt such ordinances,
