WHEREAS, This Council by its Resolution, Council File No.
240735, adopted and approved October 25, 1968, determined the
necessity for and did approve the application for a reservation
from the United States of America, Depa.rtment of Housing and Urban
Development, Housing Assistance Administration, for 800 units of
low rent housing for the elderly which application resulted in the
issua.nce by said Agency of Program Reservation No. Minn. 1-G for
600 such units; and
WHEREAS� Under said Program Reservation, the Housing and
Redevelopment Authority of the City of Saint Paul� Minnesota, ha.s
adopted and presented to this Council a Development Program, Project
No. Minn. 1-24, for 225 units of low rent housing for the elderly
in a hi-rise building to be located at Jenks and Edgerton Streets,
Saint Paul, Minnesota, dated July 23, 1970, providing for an esti-
mated total development cost of $3,735�59 .00, and sited on a tract
of land located within the City of Saint �aul, County of Ramsey,
State of Minnesota, described as follows:-
Lots 16 through 27, inclusive, Block 15, Arlington
Hills Addition;
Lots 4 through 12, inclusive, and the North 40
feet of Lots 13, 14 and 15, all in Block 16,
Arlington Hills Addition;
Together with the North 1/2 of to-be vacated Jenks
Avenue accruing to said Lots 16 through 27, Block
15, Arlington Hills Addition, and the South 1/2
of to-be vacated Jenks Avenue accruing to Lots 4
through 15, Block 16, Arlington Hills Addition;
All according to the plat thereof on file and of
record in the office of the Register of Deeds,

Authority of the City of Saint Paul, Minnesota; now, therefore,
be it
RESOLVED BY THE COUNCIL OF THE CITY OF SAINT PAUL, MINNESOTA,
AS FOLLOWS:
1. The findings of the Housing and Redevelopment Authority of
the City of Saint Paul, Minnesota, by its Resolution No. 70-8/13-1,
with respect to the provision of 225 units of low rent housing for
the elderly under the Development Program hereby considered, tha.t
there is need for such low rent housing which cannot be met by
private enterprise and tha.t a gap of at least twenty percent (20%)
exists between the upper shelter rental limits and the lowest
shelter rents at which private enterprise is providing, through
new construction and existing structures, a substantial supply of
decent, safe and sanitary housing.
2. The document entitled, "Development Program� Project No.
Minn. 1-24, for 225 dwellin� units, Program Reservation No. Minn.
1-G, Saint Paul, Minnesota, dated July 23, 1970, presented to and
considered by this Council, .which provides for conventiona.l con-
struction and operation of 225 units of low ren� housing for �he
elderly by the Housing and Redevelopment Authority of the City of
Saint Paul, Minnesota, at the hereinbefore described site at a total
estima.ted development cost for land and improvements of $3, 735,596.00,
with Federal fina.ncial assistance not requiring any direct loan or grant
of money_ from the City of Saint Paul tha.t said document and the
provision of the low rent housing project therein provided for are
hereby approved.

RESOLUTION APPROVING DEVELOFMENT PROGRAM
FOR CONVENTION CONSTRUCTION OF LOW RENT
HOUSING PROJECT, MINN. 1-24 . -
WHEREAS, by its Resolution No. 68-10/16-3, adopted October 16, 196$,
the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota s
did with the approval of the Council of the City of Saint Paul, Minnesota,
by its Resolution Council File No. 240735, adopted October 25, 1968, deter- '
mined the necessity for and did approva an Application For Development �,
Reservation with the United States of America, Housing and Urban Develop- �
ment Department, for 800 units of Elderly Low Rent Housing, which Applica- ,
tion resulted in the issuance by the Department of Housing and Urban Develop-
ment of Program Reservation No. 1-G, for 600 units of Elderly Low Rent
Housing, which 444 units remain to be developed; and '
WHEREAS, the Authority has undertaken surveys and plans and completed
a Development Program, Pro�ect No. Minn. 1-24, for 225 dwelling units, Pro-
gram Reservation No. Minn. 1-G, for Hi-Rise Building located at Jenks and
Edgerton, Saint Paul, Minnesota, dated July 23, 1970, at an estimated total
development cost of $3,735,596.00, for a tract of land located within the
City of Saint Paul, County of Kamsey, State of MinnesoCa, described as fol-
lows:

Minn. 1-G, Saint Paul, Minnesota," dated Ju1y 23, 1970, which document
has been presented to and considered at this meeting and provides for the
conve�ational construction of 225 units of Low Rent Housing for the Elderly
at the heretofore described site of the total estima.ted development cost
for land and improvements of $3,735,596.00, is hereby approved, and the
Executive Director is authorized and directed to submit said Development
Program to the Department of Aousing and Urban Development for approval,
with the request that the Consolidated Annual Contributions Contract be- �
tween the United States of America and the Authority be amended to provfde
for the development and operation of Lo�o Rent Housing Project No. Minn, 9
