The Project is proposed under the Program Reservation No. 1-G issued by the Department of Housing and Urban Development to Saint Paul for 600 units of elderly housing. The deter- mination of necessity for and approval of the Authority's application for this Program Reservation was made by Resolution Council File No. 240735, adopted October 25, 1968. Under Act of Congress, the Authority is required to notify the Council of its estimate of the annual amount of payments in lieu of taxes which will be made for the Project and of the amount of taxes which would be levied if the. property and improvements were privately constructed, owned and operated. The Raunsey County Assessor's incame approach formula for this type of unit (28� of $125 per month rental times the number of units times twelve) is $67,500 in tax revenue per ye ar. The statutory payment in lieu of tax formula for low rent housing (10°� of $34 per month rental times the number of units times twelve) is $9,180 in tax revenue per year. The current taxes payable 1970 amount to $4,327.18 with seven of the 23 tracts in the site on the exempt rolls. While the difference of $25 per unit per month versus an approximate $5 per unit per month in tax revenue appears great, the fact fs that the private market cannot construct this type of housing at rentals within the meana of the City's low incane elderly, and has not attempted to do so in a supply touching the lowest level of need and demand. The Department of Sousing and Urban Development advises that construction financing for the proposed Ericson School site project, a development program for which was submitted to the Council on August 24, 1970, will be delayed until the fiscal year co�encing July 1, 1971. However, DHUD has suggested the application by the Authority for prelim- inary loan suthority at this time to provide monies for appraisal, architectural work and the other activities to be undertaken prior to next Julq. This proposal would avoid a complete delay of all project activities until that date. On March 26, 1970, the Board approved a Development Program for the � construction of a 146 dwelling unit hi-rise building on a site at Jenks Avenue and Edgerton Street wh,�.ch included the land formerly occupied by the Ericsson School. This Yrogram has been rejected by HUD as being in excess of HUD's cost limitations. The staff has prepared a revised Development Pro�ram far this project � in an attempt to reduce the cost per dwelling unit to an amount which i may be acceptable to HUD. By increasing, the number of units proposed � for this site from 146 t� 2?_S units, and by reducing the unit size, we have reduCed our anticipated cost per dwelling unit �y $800, to $16,603. We believe a recent HUD Manual change will permtt us to desi�n and construct all efficiency units, with a separate sleeping space, which can serve either one or two person occupancy. This results from an abandonmen[ of HAA maximum areas per� dwelling unit and the substitution of FHA Minimum F'roperty Standards. Thfs proposed program requires the acquisition of seven additional properties and the vacation of Jenks Avenue from Edgerton Street' to �' Payne Avenue (see attached sketch) . This entire program is subject � to City Council approval. � ' ! The proposed building will have about 7,280 square feet of space for i management, maintenence and community space activities. A two bedroom � unit is to be provided for the resident caretaker with all other dwell- � ing units to be efficiencies for occupancy by low income elderly persons, ; , The purpose of the Development Program is to demonstrate the feasibility a of the development of the site by the Authority by presenting the project budget and to provide evidence that statutory requirements will be met and tfiat the �project will be financially feasible. - This site, consisting of an area of 134,880 square feet or 3.10 acres, wil? result in a density of about 72 dwelling units per arre. K.:-.. ., . . . . ... . .. „- r � • � DRAFT RESOLUTION CITY COUNCIL �`� APPRO�VING APPLICATION FOR �c� PRELIMINARY LOAN FOR LOW RENT �"� PLBLIC H�USING �� WHEREAS, it is the policy of the City of Saint Paul, Minnesota, to eliminate aubstandard and other inadequate housing, to prevent the spread of slums and blight, and to realize as soon as possible the goal of a decent hane and a suitabl� living environment for all of its citizens; and WHEREAS, under the provisions of the United States Housing Act of 1937, as amended, the United States of America, Housing and Urban Development Department, Housing Assistance Administration, (hereinafter referred to as the"Government"), is authorized to provide financial assistance to local public housing agencies for undertaking and carrying out preliminary plans of low rent housing projects that will assist in meeting this goal; and WHEREAS, the Act provides that there shall be local determinations of need for low rent housing to meet needs not being adequately meC by private enterprise, and that the Government shall not make any contract with a public housing agency for preliminary loan for surveys and planning in respect to any low rent housing projects unless the governing body of the locality involved ha� by resolution approved the application of the public housing agency for such preliminary loan; and WHEREAS, the city of Saint Paul, Minnesota, upon application of the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, the local public housing agency, approved by the City Council of the City of Saint Paul, Minnesota, the governing body of that locality, by Resolution Council File No. 240735, adopted and approved October 25, 1968, has received from the Government a reservation for 600 units of low rent housing under Program Reservation No. Minn. 1-G, neither which application requested nor reservation approved a preliminary loan request; and WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, is now applying for a preliminary loan to cover the costs of surveys, planning and other authorized activities in connection with the development of low rent housing under Program Reservation No. Minn. 1-G. � � ,y, } " ' � • A � � -i NOW, TiiEREFORE, BE IT RESOLVED by the Council of the City of Saint Paul, Minnesota, as follows: 1.
