SEWER (S-09,�OA and S-09906)
TN�ese projects were i�itiated by the Cort�nissioner of Public Works and
are included in the 1967 St. Paul Sewerege and Drainage Report. This
report was approved by the Council as a m�ana of eliminating sewage
backups and initiating a program of sewer separatton. There have been
complaints of sewage backups in the area served by these proJects and
the Departme�t of Public Works has received a petition with 36 signatures
requesting the improvement.
These proJects have been before the Council twice before, along with
a Paving ProJect, P-0240. The last time it was laid over indefintely
so that meettngs couid be held with the resldents in the area to further
explai� the pro�ects.

No dtfficult construction problems are foreseen, however� because
of the depth and the large size of the sewer in Jefferson, a wide trench
will be required and the removal of 36 trees may be necessary. Bids
for an alternate construction method to protect the trees will be recelved on
this Contract so that comparable prices are available to be used in
deciding the method of construction.
The total cost of both sewer projects is $Sb0,000.00, which is an
tncrease of $70,000.00 over the estimate of cost that was made for the
previous hearing. The increaseis due to the added public funds needed
for street restoration. The financing of the projects is as foilows:

7he assessed amount is $6,OOO.bO less than that quoted at the original
hearing because the Council has eliminated that part of the assessment
district west of Sneiltng Avenue.
The outlet for this project is the Griggs-Stanford Relief System
which is now under constructio�.
The Sewer construction will take place during the 1971 construction
season.
It is the Engineering recommendation that the sewer project be passed.
PAV I NG (P-0240)
This project was initiated by the Commissioner of Public Works as
part of the Department's overaii plan of upgrading artertal streets to
provide for more efficient traffic flow and to reduce maintenance costs.
The cost of street repair has exceeded $1 ,490.00 in 1970.
Jefferson is 32 feet wide with concrete curb from Sneliing to
Syndicate� cobbiestone gutters from Syndicate to Pascal , and no curb
f�om Pascal to Edgcumbe. Grades from Snelling to Saratoga Ave. are
fairly ftat. The present traffic is 3.000 vehicies per day� with 5,500
vehicles per day pro,jected. Jefferson Ave. is not a truck or bus route;
therefore, the percentage of commercial traffic is extremely low. Only
trucks making local deliveries are permitted.
A pavement width of 36 feet is proposed except for the portfon from
Snelling Ave. to Brimhall St. , which wiii taper from 40 feet to 36 feet.
These widths meet the minimum standards of the Department of Pubiic Works
and the Municipal State Aid ptvision. Parking will be prohibited on one
side. Sid�alk will be removed and repiaced only where it does not
match the proposed improvement. Driveways will be removed and repiaced
to accommodate widening and grade changes.

This project has been before the Council twice before, along with

indefinitely so that meetings couid be held with the residents in the
area to further explain the pro,jects. As a result of the meetings, it
is recommended the paving pro,�ect be cancelled and the sewer project
be continued.
