WHEREAS the City of Saint Paul is a participant in the Livable Communities AcYs Housing Incentives
Program for 2003 as determined by the Metropolitan Council, and is therefore eligible to make application for
funds under the Livable Communities Demonstration Account; and
WHEREAS the City has identified planning projects within the City that meets the Demonsiration AccounYs
purpose/s and criteria; and
WHEREAS the City has the institutional, managerial and financial capability to ensure adequate project
demonstration; and
WHEREAS the City certifies that it will comply with all applicable laws and regulations as stated in the
contract agreements; and
WHEREAS the City Council of Saint Paul, Minnesota agrees to as legal sponsor for the projects contained in
the opportunity grant applicatior�s submitted on June 2, 2003
BE IT FURTHER RESOLVED that the Department of Planning and Economic Development is hereby
authorized to apply to the Metropolitan Council for this fixnding on behalf of the City of Saint Paul and to
execute such agreements as aze necessary to implement such planning proj ects funded by the Livable

Project Sumuaary
In 2002, the City of Saint Paul undertook the development of the Riverview Transit Corridor Plan. Funded
through Metro Transit, this transit corridor planning effort was intended to idenrify a set of strategic reinveshnent
recQmmendarions for transit supportive development along the Riverview line. Situated along the Riverview line is
the former Schmidt Brewery facility. Located one and half blocks east of the proposed Randolph Street Transit
Station, the former brewery is now a controversial ethanol production facility facing an lmcertain future. The transit
corridor task force recognized the importance of the brewery site and the need to devote additional plam�ing resources
to deternune the site's redevelopment potenfial. In light of the significance of this neighborhood landmark, the task
force recommended the following planning steps.
A reuse study to detemune its land use and development potential. Pedesh and neighborhood oriented
uses should be a priority.
Acfivities to achieve historic designation should be iniriated and any historic buildings should be preserved
for adaprive reuse.
The community should continue to be involved in advising the City and the Housing and Redevelopment
Authority in the reuse study.

The.9-acre.site is located in the North End neighborhood of St. Paul covering nearly 4 city blocks. The site is home
to two industrial users, Jefferson-Smurfit and Union Brass, and a dozen of single-fanuly homes. We plan to hire an
azchitecturaUurban plamiing firm to draw two to three development scenarios for this site with housing and
possibly mixed housing and commercial as the xnain use. The scenarios will show how different densifies and miY
of uses would work for the site. The drawings will be brought to the neighborhood for feedback. The consultant
will then develop a master plan based on the scenarios and community input. The consultant will also prepare a
mazketing brochure to attract develo�ers.
At the same time, we plan to hire a fum to conduct a mazket study to determine the mix of incomehent for this
neighborhood, and to hire an appraiser to find out the market value of the current indushial uses. This will assist in
soliciting developer interest and give the City basis for allocafion of public resources.
