RESOLUTION APPROVING THE USE OF
NEIGHBORHOOD STAR INVESTMENT INITIATIVE FUNDS
FOR THE MERRIAM SKATEPARK
WHEREAS, the Saint Paul Youth Skatepazk Task Force, appointed by the City Council and the Pazks and
Recreation Deparhnent has been meeting since June 2001 to plan, design and evaluates sites for the Saint Paul's
first two skateparks, and
WHEREAS, on June i l, 2003, the Neighborhood STAR Board reviewed a proposal by the Department of Pazks
and Recreation to construct a skateboard pazk at Merriam Park; and
WHEREAS, the proposal will provide unique recreafional opportwuties of citywide benefit, and is supported by
Mayor Kelly and the City Council; and
WHEREAS, it is the intent of the City Councilmember Jay Benanav to participate in the financing of this
activity by providing $100,000 from the City Council's Ward 4 Neighborhood Initiative Inveshnent Fund
allocation; and
WHEREAS, the Neighborhood STAR Board in its response to this proposal, recommended that the Parks and
Recreation Department partner with a community organization and seek a private match;
WHEREAS because this public improvement project is of substantial community significance, a waiver of
STAR Guidelines in regazds to the applicant and matching fund requirements is required; now therefore be it
RESOLVED, that in response to recommendations of the Neighborhood STAR Board, the Parks and Recreation
Departrnent will make every effort to formalize a partnership for this project with the Saint Paul Youth
Skatepark Task Force, and to the extent possible will pursue private matches of labor and funding identified by
the St. Pau1 Youth Skatepazk Task Force, and be it further
RESOLVED, that upon the recommendation of the Mayor, pursuant to Section 10.07.4 of the CiTy Charter, t}�e
City Council does hereby amend the 2003 budget for the construction of the Merriam Skatepark as detailed:
