Honorable Mayor and Council Members:
I am the initiator of and eventually the sole proponent oP
an alley in that portion of Block 3 oP Wild Rose Addition which
lies between Hazel Street on the West and the extension of Luella
Street on the East.
On Tuesday, July 28, 1970, I appeared before the Council in
behalf of the petition and exhibited pictures showing the condi-
tion of the alley, which condition was deplorable, to say the least.
There were a number oP opponents of the alley present whose main
argument seemed to be that the alley was unnecessary� even though
there are four garages opening onto the alley, and despite t he fact
that the alley in its present unimproved condition fa a quagmire
in the spring and a pesthole. in the summer. In addition to this
I am constantly Pighting a losing battle in trying to 3ceep my �
garage clean as mud, sand and gravel are con�inu�lly'.�being':brought
into the garage on the tires of my automobile.
A question was asked by one of the members of the Council as
to whether a partial alley would be acceptable, and, in an attempt
to mitigate some of the hostility that has come into being because .
I had dared to asK for a long overdue impr�vement, I agreed to a
partial alley with a turnaround. I find now that one of the
possibilities being considered for the turnaround would take a
4uu square 1'oot section rigat out of the middle of the rear 20
feet of my back yard, ruining the one comfortable, shady spot in
the back yard. .
I would respectfully reque�t you to consider wnetner a turn-
around is really necessary. I do not need �uch a turnaround my-
self as it is my austom to drive into the alley past my garage
and then .to back into the garage so that it is a simple matter
to drive out of the alley wnen I want to leave. Mr. Paul, the
neighbor across the alley from me, has his own built-in turnaruund
already there . We, Mr. Paul and I, have the last two garages
opening on the alley at the westerly end of the alley. Since
there alrsady is a sign near t he entrance to the alley indicating
that it is a dead•end slley, and, since I am informed that there
will be some sort of a barricade at the end of the p aved portion
of the alley, it would appear the only use for. a turnar�und would
be for the occasional rubbish hauler or garbage truck. I seriou�-
ly doubt wnether, because of the situation that exi�ts there in
the alley, con�isting of an ab�rupt and steep banx acros� from s .
portion of thc� propose,d turnaruund, they would even u�o t�,o turn-
�round, but would probably continue to back out oP the alley as -
they have done for some 17 or more years. Also, since the city
does not plow the allays the turnaround itself would not be plowed
and wou3d probably not be usable from sometime in November until
April. ' �

I would respectfully request that you make a personal visit
to this site, view my property and the a11ey itself, and determine •
if it would be possible to conatruct the alley witho ut requiring
a turnaround on my property. Any consideration you may givelthis

Tuesday oi' next week but I will willingly meet xith any of the
Council porsonaZly concerning this matter aftsr that time ii' you
deem it advisable.

I am enclosing a copy of the letter I today delivered to the Mayor and the
council a�embers. Because there is a possibility that this letter might be mis-
construed � want to offer a word of explanation.
I do not mean to imply in u� letter #.l�iat if the turnaround has to be on �r
property that I do not want the a11ey. flri the contrary, because I ha.ve put the
Ma,,yor and t,he council on the spot in this matter, if there is no alternative
then I will accept the turnaround on n�r property. However, I would want this
only if there is no other feasible alternative. Personally I do not feel that
a turnaround is necessary as I have explained in n�y letter, especially in view
of the fact that the rubbish hauler and the garbage trucks now back into the
alley as far as they �o.
I am dropp�ng this note to you as I am leaving the city for four days for
a short vacation and � have not got time to explain n� views by letter to all '
of the council. Walt Hurtley may hane gotten the wrong impression from n�y
letter and I do not want the l�ayor and council to get the wrong impression. If
this raatter �omes before the Council before I return to work on Wednesday and
if they have gotten the wrong impression then I would like � views to be
communicated to them.

would result for the property owners in the center-south of the

to -�hese crimes and new developments are designed to eliminate alleys.
Therefore for these reasons we are not in favor of an alley.
(3) A considerable amount of money has been spent in upgrading and
beautifying the area with trees, shrubs and, in our case, a terraced
rock garden containing about 45 tons of stone with a retaining wall
dropping appraximately 8 to 9 feet on the proposed alley side, toppea
with a f�nc�. We feel our investment would be jeopardized by the
construction of an alley. � ,
(4) We, who live on 3rd Street alsa wi21 be assessed for the new ,
bituminous street, construction of which we understand will begin
as soon as Ruth Street is complet�d.
(5) There is always the cost factor to consider -- both to the city and
propert�r. owner. At a considerable savings, we feel the open-end at
Luella Street could be upgraded without' installing a compl.ete,
