COMMISSIONE
WHEREAS, under Title I of the Housing Act of 1949, as
amended, ("ritle I"), the Secretary of Housing and Urban Develop-
ment is authorized to extend financial assistance to local public
agencies in the elimination and prevention of the spread of their
slums and urb�n blight through undertakings and aet3vities carried
out under a Neighborhood Development Program; and
WHERE�,S, the Housing and Redevelopment Authority of the
City of Saint Paul, Minnesota, has prepared and subanitted a pro�
posed Neighborhood Development Program and anr�ual increment there-
of covering the urban renewal areas described in Exhibit A at-
tached thereto; said proposed program and annual incremen t havinq
been duly reviewed and considered�
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
OF S1iINT PAUL, MINNESOTAs
1. 'I'tiat the Neighborhood Development P=ogram and annual
increment are hereby approved. The City Clerk is hereby directe�
to file a c:�py of said program and annual increment with the
minutes of this meeting.
2. That it is o�gnizant of the conditions that are imposed
in the undertaking and ca=rying out of urban renewal activities
with Federai financial assistance under Title I, including those
relating to (a) the relocation of site occupants, (b) the provi-
sion of local grants-in-aid, and (c) the prohibition of discri-
mination because of race, oolor, creed, or national origin.
3. That the financial assistance available under Title I
is needed to enable the Housing and Redevelopment Authority of the
City of Saint Paul, M3.nnesota, to finance the undertakings and
activities proposed in said program and annual increment.
