RESOLVED, By the Council of the City of Saint Paul , that the �
Corporation Counsel , having made written request seeking the
authority to appoint Special Counsel , is hereby authorized to
appoint Jon R. Duckstad as Special Counsel of the City of Saint
Paul to handle such matters as may be assigned by the Corporation
Counsel at a compensation of ��5 .00 per diem, said compensation to
be payable upon receipt by the Corporation Counsel of an itemized
billing submitted by said Special Counsel .

of the City of Saint Paul
Gentlemen:
At th� present time the Office of th� Corporation Couna�l
has an extreme �hortage of �taff. We find th�t it is impo,�sible
to fill vacancies on the short notiee which we have had. As
Corporation Counsel for the City of Sa�int P�ul, I hereby r�quest
approval, pur�uant to 5eetion 178 of the Charter of th� City o£
Saint Paul, for th� employment of 3pecial Counsel in order that
the legal business of the City may be carried out as �xpeditiousl�
as possible.
Specifically, I request approval for the ennployment of Jon R.
Duckstad at the compensation of $75.00 per di�m. This compensation
is approximately equal to the daily salary of an attorney handling
the type of work 1Kr. Duckstad will be handling for th� City. It
is anticipated that he will handle several work�nen' s compensation
matters which are cnrrently set for hearing in January and Febru�ry
of thia year and complete zoning matt�rs which are now pending in
the courts. In order to accomplish this objeetive, I �nclose here-
with a formal resolution for t�e Council' s consideration.
