The City Council will not look at these issues in depth unless a Councilmember wants to remove it from the Consent Agenda and discuss it, which is rare. 1337 Edmund Avenue (No one appeared from Fire Prevention.) Marcia Moermond stated it appears the owner wants more time and is not disagreeing that these things were actually wrong. Tamara L. Taylor, owner, appeared and stated the other things were taken away, but she cannot afford to deal with the garage. In response to several questions, Ms. Taylor stated this Correction Notice is the only thing she has received from the City. The vehicles are gone, and the sanitation issues haue been taken care of. BFI is her garbage service. She has trees that produce a lot of stuff. This correction notice came right after she filed an OFP (Order for Protection) against her husband, who is being charged with a felony against her. He is ordered away from the property. She has a lot of financial obligations. Ms. Moermond stated if the inspectors were here, she would ask about the condition of the garage. If there were any question that the garage was not safe or if it would collapse on a child that wandered in there, then it needs to be taken care of right away. Since that does not seem to be the case, they can work out a long extension for her in terms of the siding and the trim. Ms. Taylor responded she has stuff in the garage and in the basement. She has been requesting that her husband's family come and remove it, but they have not. Ms. Moermond stated there are damaged doors, windows, and siding on the Correction Notice. Ms. Taylor responded it was like that when they bought it. The trim around the garage door has wrecked wood. The siding had a little crack, but it got more damaged over time. She will not be able to afford getting it fixed for quite a while. Ms. Moermond asked can the garage door open and close. Ms. Taylor responded the gazage door will not open and close, but the entry door can. There aze no vehicles in there. Her husband was in construction, and there are consriuction materials in there. NOTES OF THE LEGISLATIVE HEARING OF MAY 27, 2003 Page 2 Ms. Moermond stated she will start off with a sis-month extension. Without the inspector present, this issue can be revisited after sis months if she gets another correction notice. Ms. Taylor responded she has bills that she did not know about and she cannot work any more than she does. She has two children. Ms. Moermond granted an extension to January 1, 2004, on only Item 3—Garages and Accessory Structures-of the Apri124, 2003, Correction Notice. The compliance date will not change on the other items as they have been addressed. If Code Enforcement is still concerned, Ms. Taylor will get another notice, and she can appeal that notice. 1199 Seventh Street East (No one appeared.) Marcia Moermond recommends refunding the $25 filing fee because the appeal has been withdrawn as staff will allow the owner to opt out of the Certificate of Occupancy Program until the residence is used as a triplex again. 319 Ramsey Street Marcia Moermond recommends denying the appeal on the Fire Prevention letters dated Apri14, April 15, and April 30, 2003, as the owner Mazk Arth and Inspector Michael Urmann have come to an agreement. The hearing was adjourned at 1:43 p.m. rrn
