r Pursua.nt to the ro osals of the Council-a
p p pproved Concord Terrace Redevelopment Plan,
the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, has ac-
quired fee title to that certain tract of land situated in the Citq of Saint Paul,
County of Ramseq, State of Minnesota, more fully descrfbed in Exhibit "A" hereto at-
tached, which tract is bounded generally by Wood Street on the north, Robert Street on
the east, Delos Street on the south, and Wabasha Street on the west.
The Authority proposes to dispose of this land to Torre de San Miguel, a non-profit cor-
poration, for construction of low and moderate income housing financed by mortgage in-
sured by FHA under Section 236, Mortgage Supplement Program.
The existing zoning of the tract is a mix of "B" Residential, Comnercial and Light In-
dustrial Use Districts. Purs.uant to the provisions of Sectian 64.06 of the Legialative
Code, the Authoritq, as owner of the subject tract, with consent of owners of property
within 100 feet, petitions the Council to rezone the entire tract to "C" Residential
Use District for the purposes herein stated.

This is written in response to the petition of the Housing and Redevelopment
Authority to rezone from Light Industry, Commercial, and "B" Residence to "C"
Residence property located in an area bounded by Wood, South Robert, Delos, and
South Wabasha Streets, and noted in detail by the legal description on file.
The Board of Zoning considered this matter at their October 15, 1970,
meeting. The staff reported that this rezoning is to allow the Torre De San
Miguel Homes, Inc. , a privately-sponsored low and moderate-income housing project.
The site consists of about 450,000 square feet and is generally bounded by Wood
Street on the north, South Robert Street on the east, Delos Street on the south,
and Wabasha Street on the west. The requested rezoning is in conformance with
the approved Renewal Plan for Concord Terrace of 1967 which calls for "C" Residence
at this site.
Mr. James Hart, attorney for the Housing and Redevelopment Authority, and
Mr. William Mailand, attorney for the Torre De San Miguel Homes, Inc. , explained
the proposal, noting that it is in conformance with renewal plans previously
approved by the Planning Board and City Council, and that the development group
was founded by the Neighborhood House which started a year and a half ago with
plans to bring low and moderate-income housing to the West Side. They noted that
this project is backed by the people that wi11 be affected by it. The Board, in
discussing this matter, questioned the previous approval of such a specific use
for this site, noted possible safety factors, and the timing of this rezoning
petition.
Subsequently, after considerable discussion, the Board of Zoning recommended
approval of this petition by a 4-0 vote.
