Sinee the Council has stated its intention of going out of the garbage business, there will be no need for the $12,000 in the Garbage Collection fu�d. The $7,SOO was for a compactor body which will not be purchased since a newer compactor now being used for garbage collection will be used in its place. Attached is a copy of the recominended Winter Street Maintenance Capital Outlay purchases approved by myself and the Chief Engineer. If we are to p�oceed with these purchases, your approval of the attached Transfer of Funds is needed. If there are any questions, I and my staff will be available at your convenience. ' ( ` ; � i i � , , � . , . � SUBJECT: RECOMMENDED WINTER STREET MAINTENANCE CAPITAL OUTLAY PURCHASES i � i ' � • � � ; It has been no easy thing each year to attempt to come up with priority I j recommcndations for cquipment additions or replacements for our wi�ter street I ' � m��intenance operations. Usually there are so many old pieces of equipment I � i necding replacement and we are so 'short of many things l �ke truck plows, and ! �I loaders and most of this equipment costs from a minimum ��f� $10,000 to a ; . ra��ximum of $25�000 each, averaging perhaps $17,000 to $1$,000. When our e�tire � ' Capital Outlay total for winter street maintenance is ab�ut $30,000 this � � ' indicates that two pieces of equipment are literally all�we can get each year � ` � and this is totally inadequate for a street system such as the City of St. Paul � has. ! � j It has bcen decided that the City of St. Paul will !go out of the garbage1' I collection business at the end of 1970 and therefore, bids which were earlier '; � L�k�n for compactur truck chassis for both the Garbage Office and the paper ' � truck were cancelled out. However, I would very strongly request and recommend i � to you and plead for youC assistance in securing approvals from the proper ; authorities for transfer of the $7,500 in the Capital Outlay code in fund ; � 0253 - Refuse Collection and for the $12,000 in the Capital Outlay account in � � code number 0271 - Garbage Collection. This would then augment the approximate ' $3�+.500 now in the Winter Maintenance Capital Outlay fund by another $19,500 � getting us about $54,000 for winter equipment. On that assumption we would , like to propose the following recommendations: � l. We always seem to be short an adequate number of truck plows and � , we have observed that the City of Minneapolis� Minnesota Nighway ; 1 Oepartment, Hennepin County and others all have snowplows mounted � � on their sand spinner trucks although the City of St. Paul has ; � never done this. We feel this is entirely p�actical to try� inasmuch, � as the times when we are at the peak snowplowing effort we usually �, intentionally reduce the �umber of sand spinners on the street and ; I we therefbre, propose buying six plows with their frames, pumps � I and other componEnts to be installed on six of our present sander ; i , trucks and if this proves feasible this coming year we may recommen;d � � additional plows for installation on sanders in subsequent years. � `' We will trade in two Vee type plows plus any ther j u�k plows. � � Six one-way snowplows complete for mounting o� spinner trucks � (� $1 ,500 . $ 9,000; i : i I i ; I ' � ; . � i � ' �' . � � , � , , � � r i � I ! � . � � . � ; � i �. ,� • I i � I � -Z j � I 2. Most of our tractor loader fleet is getting so old and the only two� � •� ' units which have been added since 1965 are two used units obtained � � in 1967 for a trade on two new but unused belt loaders purchased � earlier by the department. We have two 1958 model Lorain Loaders � } � which are getting in quite poor conditlon. It is recommended that ! we purchase one new one and three quarter cubic yard front end � , ; rubber-tired loader� of the articulated type costing approximately � ; � $18,000 a�d trading City numbers 431 and 432 at a trade-in value of� ; M $1 �500 making a net cost to the City of approximately - 1� 6,500, i ; , � � � � 3. Minneapolis and many other governmental agencies use tandem type ! � trucks for sanding purposes as they will carry twice as much sand ; � , ? or salt requiring less trips back to be replenished for the same number � of driver hours. We recommend the purchase of two tandem-spinner ! � trucks having at least 10 cubic yard cc�pacity boxes and with cab � ; } shlelds or deflectors, power steering� spinner type discharge and i � I a crank shaft power take-off onty� and are requesting alternate � bids based on either automatic transmission or conventional transmission ; at our option. Such trucks cost approximately $11 �000 each for a � I , total of $22�000 and we propose to trade-in three of our old 1962- ' , . i . 63 model spinners City number 234, 235 and 236 which may have a , � combined trade-in value of $2,000 making a net cost of - 20 000' i � � 4. Until 1969, the range of loaders which we owned either went to the ! ' extreme of a small bobcat type loader or the huge four wheel type ' ; � loader in the neighborhood of one and three-quarter cubic yards ' � which is very expensive to buy and to operate. These large loaders' ! , were utilized even for cleaning up after sweeper dumps which is ; ' tike using a 10 ton truck to haul feathers. A year ago we bought ; two small farm tractor type loaders costing less than $5,000 apiece� ; and we utilized them for snow purposes during � last winter and have � I j been utilizing them this summer in conjunction with street cleaning i � operations and sweeper dump removal and they have proven to be ; ; � quite satisfactory.
