1 WIIEREAS, Public Works of the City of Saint Paul has received petitions for the installation of
2 a public sanitary sewer/service connecrions and a water main/service connections in Winthrop
3 Street from Springside Drive to Hadley Street and in Hadley Street from Winthrop Street; and
5 WHEREAS, Public Works recommends the installation of said public sanitary sewer and a
6 water main in Winthrop Street; that the petitioners be permitted to install water service
7 connections as part of the improvement and have the scheduled cost of same levied as a special
8 assessment; and that the properiy be assessed only at the time of connection; and

WHEREAS, The total estimated cost for said water main improvements, including construction,
engineering, inspection and administration $117,300 for sanitary sewer and $83,500 for water
main. The estimated financing from assessments is $94,800 for sanitary sewer $68,300 for water
main. City aid is $22,500 for sanitary sewer and $15,200 for water main; and
WFIEREAS, Public Works recommends the installation of a public sanitazy sewer and water
main and its appurtenances in Winthrop Street, and requested a public hearing be held before the
City Council of Saint Paul to request approval of said project and assessment of benefits; and
WI3EREAS, Public Warks recommends to the Saint Paul City Council that installation and
payxnent for the said sanitary sewer and water main improvements, in whole or in part by means
of a special assessment, be assessed immediately, and be deemed a local improvement and be
ordered and made in accordance with provisions of Chapter 13 of the City Charter; and
WHEREAS, The City Council recognizes that some property owners in the area currently
receive water supply from their own private wells and may wish to continue doing so; and
WI�EREAS, The City Council desires to a11ow property owners the right to continue use of their
private septic and water supply, and to delay the cost of connecting to the public sanitary sewer
and water main until such tnne as they desire to implement and pay for such connection.
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council adopts the
recommendations of the staff of Public Works to the extent that the assessments for sanitary
sewer and water service connections be delayed until a property owner elects to connect to the
public sanitary sewer and water main, at which rime the special assessment will be levied; and

BE IT FURTHER RESOLVED, that said delayed assessments shall be deemed transferable to
future properiy owners and will not become a lien upon such properry unless and until a property
owner elects to connect to the public sanitary sewer and water main, at which tirne an assessment
will be levied; and
BE TT FINALLY RESOLVED, that current and future property owners shall continue to have
the right to maintain, repair, improve or replace their existing private septic and water systems
and shall not be compelled to connect to the public sanitary sewer and water main.

PROJECT:
Construct a water main and sanitary sewer in Winthrop Avenue from Springside Drive to Hadley
and in Hadley from Winthrop Avenue to approximately 200' east.
EXISTING CONDITIONS:
The project azea is presently served by wells and individual septic systems. We have received a
petition for water and sanitary sewer improvements. Problems with individual systems have
been reported.
PROPOSED IMPROVEMENT5:
Construct water main and sanitary sewer and water and sewer service connections on Winthrop
Avenue from Springside Drive to Hadley and in Hadley from Winthrop Avenue to approximately
200' east.
ALTEI2NATIVE:
To do nothing would require the property owners with failing sepUc systems or wells to repair or
replace their existing systems.
POSITIVE SENEFITS:
Public water and sanitary sewer will be available to properties abutting the construction.
ADVERSE EFFECTS:
Normal probiems associated with construction such as noise, dust, reduced access to property
and general disruption will be present.

DEFERRED Persons 65 and older or retired by virtue of a permanenY and total disability may qualify
