The purpose of the license and easements is to facilitate construction of a housing development on the abutting Lowertown Bluffs property and provide permanent fire access after completion of the project. A Public Hearing for this request is required under Saint Paul City Charter Sec. 13.01.1, "Disposal or diversion of park property."
