WHEREAS, federal "Whistle Slowing Regulations" are being promulgated fhat will require trains to blow whistles when
approaching rail crossings that do not meet revised more stringent requirements, and
W HEREAS, the Como Avenue and the Como Place Rail Crossings do not currently meet the revised more stringent
requirements, and
WHEREAS, The Minnesota Department of Transportation has ailocated $351,600 federal funding to upgrade the Como
Avenue Rail Crossing to meet the new requirements, and
W HEREAS, the $381,600 federal allocation for the Como Avenue Rail Crossing upgrade is contingent on closing the Como
Place Rail Crossing, and
WHEREAS, The City of Saint Paul matching funding for the federal allocation is considered to be roadway improvements on
Como Place necessary to implement the Como Place Crossing closure, Now therefore be it,
RESOLVED, that the Como Place rail crossing be abandoned, associated roadway improvements in Como Pface; Como
Avenue to Jessamine, and on Jessamine; Como Place to Como Avenue, and the Como Avenue Rail Crossing improvements
by MnDOT be authorized.

stringert requirements. MnDOT has idenrified the Como Avenue crossing as a priority crossing to upgrade and has set aside $381,600
federal fixnding for that purpose. That federal funding committment is contingent on closing the Como Place Crossing.

will not blow the whistles as they apporach the crossing.

This letter is a follow up to our phone conversarion that took place on Mazch 4, 2003, ber.veen yourself
and Mn/DOT's Office of Freight and Commercial Vehicle Operations. As we discwsed. the City of St.
Paul has two railroad crossings, Como Avenue (USDOTNO 082992F) and Como Place (USDOTNO
082991Y) identified in the 2003-2005 State Transportation Improvement Program (STIP). These two
crossings collecrively have $381,600.00 in Federal Funds programmed for improvements in fiscal year
2003.
The proposed project is to close the Como Place crossing and install a new four-quadrant �ate system at
Como Avenue crossing.
Although there are details that will need to be worked out between all the parties im in this project, I
would like to reiterate a couple of stipulations that are tied to this project. First, for the City of St. Paul to
receive the allocated federal funding for this project, the City must close the Como Place �ikoad crossing.
If the City decides to keep this crossing open, funding will be dropped from this project �d moved
elsewhere, resulting in the City of St. Paul being responsible for funding any improveme�s to either of the
crossings with no federal funding participarion. Secondly, Mn/DOT's Office of Freight �d Commercial
Vehicle Operations will need an answer from the City of St. Paul as to whether it intends co groceed with
rhP �r�,�P�t as o�rl;ned abnve. If this proposed pro ject were to meet the City Caunci2's a�roc�at, we reouest
the City provide a resolurion to close the Como Place crossing to Mn/DOT by July 1, 20C3.
