3 WHEREAS, the playground at JJ Hill Montessori Magnet was added in 1996 through city, school
4 district and business resources; and
5 WHEREAS, there is an identified need to replace the existing pea gravel due to health
6 considerations of the students and neighborhood children; and
7 WHEREAS, the Neighborhood STAR Board reviewed a proposal and asked for additional
8 information; and
9 WHEREAS, there is a need to keep school and neighborhood children healthy in the City of
10 Saint Paul; and
11 WHEREAS, the proposal will provide a unique recreational opportunity of citywide benefit, and is
12 supported by the City Council; and
13 WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of this
14 activity by providing $10,000 from the Neighborhood Initiative Investment Fund allocation; and
15 WHEREAS, because this public improvement project is of substantial community significance, a
16 waiver of the STAR Guidelines in regards to the applicant and matching fund requirements is
17 required; now therefore be it
18 RESOLVED, that upon the recommendation of the Mayor, pursuant to Section 10.07.4 of the
19 City Charter, the City Council does hereby amend the 2002 budget for the JJ Hil Playground in the
20 following manner:
