Gent 1 e�en and Madara: A �eed to relieve and/or separate the e�cisttng canbined sewer system of the City has became apparent ducing the last ten to fifteen years a�d especially within the last few years. About 80°,� of the sewer sys#�n is the combined type which co�veys tha sanitary sewage as well as the storm water runoff. D�ring int�nse rainfalls, some` of these sewers are not capable of carrying atl of the storm runoff which reaches thdn. This causes the sdwer to "h�ad np" and backup into ho�se service ccnnections snd flood base�nents. Storm f 1 a+s i n canb i ned se�+ers a 1 so cause the ca+�i ned sawage to overf 1 ow diversions at sanitary sewer i�terceptors a�d outlet directly into the river. It is because of the combined sewage overflows to the river that the Min�esota Pollutiori Control Agency (MPCA) has ordered the City to undertake detailed studies and to correct this pollwtion. The study, as recommended by the MPCA. was to develop plans for "eliminating the existir�g canbiaed sewers withi� tMe City and/or developing effective methods for controlling the discharge of sewage to the Mississippt River _ _ _� , This study is now nearly complete. The final publication of the report is awaiting further data fraa a sampling and testing program recently initiated by the Departn�e�t of Public Works. TMis program tests quality of combined sewage and storm water overflows. 22 . _2� The pollution abateanent study wili recarmend a combination of inethods to eliminate this oWerflow of untreattd sewage. (1 ) Complete separation of sewers will be reca�rnended in scxne areas, especiallyr where the existing corpbined system is in peed of substantial relief. (2) Express sanitary sewers f rom suburban sanitary systems ta sanitary interceptors instead of o�tletting into a combined sewer. (3) Overfloas from Lakes should be discharged into storm sewers i nstead of the ca�b i ned s�►st�a. (4) Overflows of canbined sewers shouid be treated before entering the river. (5) Increase the use of the present Metropolitan Sewer Boards regulator program. Tl�ese methods of abating the pc�llution from combined sewage overfiow could cost approxirnately $150 million. A program of complete separation is estimated to cost $300 million. Becawse of the enormous costs invoived, lt is imperative that the City apply for whatever Federal Funds may be available for this work. Present Federal programs require matching City Funds. The City portior� of the financing must be appropriated at the time of final applicstio�. By providing a permanent f�nd for water pollution abat�ent, the City could guarantee to the Federal Agency that financing ,is available for the City's portion of the cost. It is, therefore, recoamended that a Water Pollwtion Abatdne�t Fund, for an anwunt of $2 miliio� annualiy, be established. Chapter 115, Minnesota Statutes 1969 - Water Pollution Control Act, provides for the prevention, control and abatdnent of pc�tlution of all waters of tbe State. Further, it provides that any tsxes, special assessments levied or to be levied, and any bo�ds issued for the above purpose, shall �ot be subJect to any limitation and shall be excluded in cemputing amounts subject to any limitation on tax levies. It is recan�nended by this depart�nent that bonds be sold in the amour�t of $2 miliion jn 1971 for Water Pollution Abatement. If it is the desire of this Cowncil to approve this proposal , $70,000 shoald be included in the 1971 budget for the payment of interest on these bonds in 1971 . With this permanent furad, the Departmer�t of Public Works could schedule an eactended program of the Mighest priority pollution abatement projects and apply for Federal funds. . -�r A tentative five year progr�m foliows. This program assumes the establishment of $2 million per year permainent Water Pollution Abatement Fund and the continuance of the Capitol Improvanent Program and the expectation of about $1 miilio� fran Federal Sources.
