This license is Class N; therefore, neighbors were notified. I received one letter of objection via fas from "Concerned Neighbors." The letter did not contain a name, telephone number, nor address. In the letter, the writer does not specifically state the concerns, but wrote that they "would like to meet with the owners and the operators to see their plans about things like parking, traffic, etc." Later that day, Osman Abdi called the City Council Receptionist to say that he was the one that faaced the letter. He also said his address is 769 Livingston Avenue, and he has no telephone. Racquel Naylor, Legislative Heazing secretary, sent Mr. Abdi a letter on May 12, 2003, informing him that he should call her by May 19 if he is willing to attend a hearing. As of today, more than two weeks after the letter was sent, Ms. Naylor has not talked to nor received a message from Mr. Abdi. Nancy Homans, Legislative Aide for Councilmember Chris Coleman, says that her office has no problems with this license application being granted. Ms. Homans suggested calling Rainbow Hirsch, Community Organizer at the West Side Citizens Organization, to see if that organization has any concerns. Ms. Naylor spoke to Rauibow Hirsch last week, who said she met with the new owner. He informed her that the business will be operated the same way it has been. Also, there will be no change in the hours of operation and no change in the parking situation. In addition, Ms. Airsch said she has not heard from anyone who objects to this license, and she has no problem with the license being issued. License, Inspections, and Environmental Protection (LIEP) has recommended 13 conditions for this license, and these conditions have been signed by the owner. Notably, a similar business has operated at this location. Given that a similar business has been in operation at this site for years, I do not think the change in ownership will produce a noticeable impact on traffic or parking. The business meets parking requirements established in the zoning code.
