Dear Sir:
This is written in response to the application of the
Standard Oi1 Company for a permit to remodel a filling
station and add a car-wash stall on property located on
the southeast corner of Davern and West Seventh Street, and
noted in detail by the 1ega1 description on file. 1
This matter was considered at the August 6, 1970, Board
of Zoning meeting. The staff reported that the applicant
proposes to add one additional bay for a car-wash facility
to an existing filling station previously approved. The
staff noted that the proposal has been approved by the Traffic
Engineer and the Public Works Engineering Department.
Stacking space for at least ten cars will be provided, and
there would exist about 75 fee� between the exit of the bay
and West Seventh Street.
Mr. Fred Housenga, representative of the applicant,
answered questions of the Board which subsequently voted
5-0 to recommend approval of this application, subject to
the operation of the car wash being limited to hours when
the station itself is open for business, and further subject
to proper landscaping being provided for the Standard Oil
station at Como and Raymond Avenues.

A. HISTORY: A filling station permit was granted for this site on 9/27/56. The
City Council granted a permit for the relocation of one of the driveways on
7/11/57 and on 9/28/63 a permit was granted for a trailer rental lot on this
property.
B. AREA ZONING: The frontage along the northwesterly side of West Seventh Street
is zoned Co�nnercfal. The area to the east ia zoned "C" Residence and the area
to the south is zoned Commercial; the zoning to the west is "B" Residence and
Commercial.
C. DESIGN STANDARDS: Revised plena dated Received 8/20/70 meet required design
standards. One additional car-vash bay is proposed as an addition to this existing
filling station. The proposed car-wash facility does not have a dryer, but a
heated floor drain is provided at the exit of the bay which is about 75 feet from
West 7th Street. Stacking space is available for at least 10 cars.
D. FRONTAGE AND AREA: This property has an irregular shape with a frontage of
104.65 feet along West Seventh Street and 167.6 feet along Davern Street.
E. TRAFFIC ENGINEER: The Traffic Engineer has reviewed the plan and recommends approval.
F. SITE CONDITIONS: The site is developed with an existing filling station; it is
level and at street grade.
G. AREA CONDITIONS: The northwesterly side of West Seventh Street is developed with
coTmnercial uses and Sibley Shopping Center. Sibley Manor is to the east, WLOL
Radio tower is adjoining to the south. Mixed commercial and residential uses are
located to the west.

DISCUSSZQN ON CAR WASH APIxLICATIQNS
This dfscuseion involved applicstions of 3ohn J. Walsh, �ichard G. Saow, the
Standard Oil Campany, and Pipe Line Oil Company.
Mr. Ames r�.oted he had received a leteer from the zoning sta€f requestiiag some
type of procedure for handLing car-wash applicaCions. Mr. McPartlin said
different locaCioas may necessitate several typea of decisions concerning
filling station operations and car weshes. Mr. Ar�s said many car wash�s do
uot have the required 40 atack3ng spaces. •
For clariffcation, Mr. Sorenson said the John .T. Walsh application was preceded
by an appeal from the 40-car requizement; 29 stacking spacea ia �he amonnt they
will provide. Oa the Richard G. Snow matter, the filling sCation is existing.
Se applied for a car wash also; not a filling station remodeling ahowing 40-car
sCacking spaces. On the three applications for the Seandard Oil Company, only
two involve car washes, The one at Graud and Cleveland Avenues is a simple
remadelf.ng of a filling sration. Pipe Line Oi1 Gompany has filed an appeal
along with their permit application. For today`s meetiag, it is only the
permit that ia being considered, as a filling station remodeling.
Mr. McPartlin sai.ci he understsnds that by applying for a one-bay car-wash
operatioa, the applicant 3s alleviating the necessi�y to fo�iow regular car-
wash reqairements £oa� a 40-car stacking space. He couanented that car washes
are a nu£sance, and said that the City Council should adopt aome rules of
procedure to follow regarding car-wash applic�tions.
Yn explanation, Mr. So�eason sai.d a fiilling station very often has a car-wash
bay in it. Orig3.nally, it was set up as a hand-wash operatian in the statioa.
A year ago the City Cou�.cfl said they ahould review the car-waah ordinance. '
Mr. Sorenson noted that in both the old and new Zoaing Code there are no
pravisions for accommodating car washes of such different types. He recaimnended
Chat each �ype of operation be looked at on an individual basis. Different
kiads inclnde: one-bay, drive in �nd bsck out, draiven out wet (needing s '
longer exit line to a11ow ti.me for "drip-drying"), completely self�service,
machine-aperated {custamers remain in car), etc. He noted �hat if the Zoniag
Board feels stacking space is not adequate, that they should reco�end deaial '
of the permit. Mr. Ames said that different �ypes of equipment are used--some �
tatce 3 minutes, while others t�ke 15 minutes. ASr. Gauger feels some guidelines
shouid be established by the City Ccsuncil.. However, M�. Ames noted that with �
snch a variety of car-wash operr�tions, 15-20 i:ypes of guidelines would be �
needed to facilitate them. Mso Gadler nat�d that differer�t situsticzns mey
arise due to the area of the filling statiora or car-wash si�e, whether the
area is residentfal, comm.ercital, etc. In re�ard to eatat�lished guidelines,
Mr. McPartlin noted that perhaps some applicants would not fol�.aw them, '
Mr. Sorenson noted that the previous City Council considered the car-wash
problem, and referred it back to the Zonfag Board and staff for review. Staff
feelings are that one-bay operations inside a �illing aCation ahould be '
considered on their individual merits a8 a fillin� station remodeling snd not
a car-wash ope�ation, since the filling station remains the prim�ry use.

Mr. Sorensan summa�ized the ataff report, a part of the file, notin� th�t
the pl�n meets the design standards for this �ype of facility; the applicsnt
has been n�otified that the protective barrier along the east property l�.ne
should be extended and additional curbing should be provided along the edge
of the new asphaltic sur.face. One bay wiil be added for car washing, and
a 10-car stacking space will be provided. Mrp Sorenson noted that the
sta£f feels t�iis is ad�quate for that t��e �f aperatian. He suggested
that perhaps the Board woald care to reconmaend approval contingent upon
the operat�.on closing when the filling station closes.
Representative far the applicant, Mr. �'red HQUSenga, noted in response to
a question that with a cer�.ain purchsse caf gasoline at the station, a car
wash would be without charge. He sai� that at their Shakopee station, the
cars drive in and back ou�. There is no provision for parking, and it has
not caused any problems in that town. ,,,A machine consisting of 3 large
rollers is used, and he noted it fs camplet�ly autom�s�ic. Cars come out
wet and "drip-dry", He no�ed this ope���ion was in existence last winter,
with no reported probleEns c►f doors £reezing whea tiTe cars lesce wet.
Mr. McPartZin moved for approval of �he permit, subject to the operation
of the car wash being �.imited to hours when Che station i�self is open for
business, and further subjec� to proper landscapiug being provided for the
Standaxd Oil stat�.on at C�mo and Raymond l�venues. The mation was seconded
by Mr, Mansur, and carried unanimously.
