WHEREAS, Section 356-b of the Charter of the City of Saint Paul
provides for a Commi.ssion to be appointed by the Mayor,
subject to the approval of the Cit� Council, which
Commission shall determine eligibles for appointment
as Chief of Poliee for the City of Saint Paul, and
WHEREAS, there exists a vacancy on said Commission, occasioned
by the expiration of the six-year term of one of the
Commissioners , Reverend Leman Olsenius, on June 30 , 1970 , and
WHEREAS , Mayor Charles P. McCarty has appointed, subject to the
approval of the City Council , Monsignor Louis J. MeCarthy,
1079 Summit Avenue, Saint Paul, Minnesota, to fill the
vacaney; now, therefore, be it
RESOLVED, that the appointment of Monsignor Louis J. McCarthy
for a six-year term as a Commissioner on the Police Commisaion,
which term will expire June 30 , 1976 , be and it is hereby
ratified by the City Council.

Dear Comraissioners:
I submit for your approval the appointments on the
Police Commission of Monsignor Louis J. McCarthy,
1079 Summit Avenue , Saint Paul, Minnesota, to fill
the vacancy occasioned by the expiration of the
six-year term of Reverend Leman Olsenius, which
term will expire June 30, 1976 , and Tom H. Swain,
2270 Riverwood Place, Saint Paul , Minnesota, to
fill the unexpired six-year term occasioned by the
resignation of Michael F. Ettel , which term will
expire June 30 , 1972 .
